  2. Growth Management Department • The St. Johns County Growth Management Department serves the community through various functions involving planning and regulating County land uses. In coordination with state, regional, and local laws, the department implements County codes and regulations, including the Comprehensive Plan, the Land Development Code, the Florida Building Code, and Ponte Vedra Zoning Ordinances.   7. Building Services Division • The Building Services Division is fee based; funded solely by permit fees generated from contractors and citizens. We are officially referred to as a special revenue fund in accordance with Florida Statute 533. • Howard (H.T.) White, CBO: Interim Building Official for St. Johns County as of July, 2009. BuildingServicesDivision • The Building Services Division currently operates and enforces the 2007 Florida Building Code, along with the 2009 Supplements according to Florida Statute. • Conducts plan reviews, issues permits, and performs inspections. • Responds to construction complaints and citizen concerns. • Places a priority on customer service and communication with contractors and citizens. BuildingServicesDivision • Inspection requests are completely automated; inspections can be requested through our system and completed the same day if received prior to 7:00 a.m. that day. • We are one of a handful of jurisdictions in the state that still provide same-day inspections.   16. Long Range Planning Long Range Planning allows the County to look into the future and plan for the County’s population, job, infrastructure, social and cultural growth. Primary responsibilities include: Implementation of the Comprehensive Plan and review of Comprehensive Plan amendments Preparation of the Evaluation & Appraisal Report (EAR) Preparation of long range planning efforts and special projects initiated by the Board of County Commissioners August 10, 2009

Long Range Planning • EAR and EAR Based Comprehensive Plan Amendments • DCA found EAR sufficient in May • Eight Elements to the Comprehensive Plan – all require updating • Planning and Zoning Agency has set aside the first Thursday of each month to hear the EAR-based amendments • Welcome public comment August 10, 2009

  18. Long Range Planning • Large Scale Applicant Proposed Comprehensive Plan Amendments • Large Scale Amendments (10+ acres) may be submitted two times per year in June and December • Three applications were received in the June 2009 Cycle • PZA Hearing set for October 15th August 10, 2009

Environmental Division • The Environmental Division was created during the reorganization of the Growth Management Department in October 2008. • All staff now assigned to the Division were originally assigned to various existing County Departments including: Planning, Recreation and Parks, Public Works, Development Review, Facilities Maintenance and Real Estate. Environmental Division • The Environmental Division coordinates all environmental and cultural elements for new development, reviews development plans for compliance with the Land Development Code and coordinates a host of other programs and initiatives including: • Habitat Conservation Plan for beach management • Stormwater Management Program • Cultural resource identification, permitting and protection • Conservation land acquisition and management • Managing County wetland mitigation projects • Coordinating environmental permitting • Providing environmental and cultural education August 10, 2009

Development Review Division • Application Review • Responsible for managing all projects for Commercial and Subdivision development • Review projects in accordance with County requirements • Leads the Development Review Committee (DRC) • DRC created for the purpose of performing technical evaluation and consists of wide representation of County departments August 10, 2009

  31. Development Review Division • Development Technical • Responsible for inspection of Active and Inactive Development Projects within the County • Review projects in accordance with County requirements: drainage and traffic reviews • Manage construction and maintenance bonds August 10, 2009

Development Review Division • Code Enforcement • Investigate customer complaints, referrals or personal observations • PRIDE (Public Request for Information Database Exchange) • Manage Code Enforcement Board (Special Magistrate) • Responsible for educating the public about the standards that govern our communities August 10, 2009

  34. Customer Relations Customer Relations includes functions that provides service to the various divisions of Growth Management housed within the Permitting Center. Primary responsibilities include: Provides information and direction for customers of the Permit Center. Manages Public Records requests and scanning activities. Provides project liaison service to customers during any application or permitting process. August 10, 2009

  36. S.B. 360 Effects • Exempts Dense Urban Land Areas (DULAs) from transportation concurrency– • St. Johns County does not qualify • The City of St. Augustine is a Dense Urban Land Area August 10, 2009

S.B. 360 Effects • Urban Service Areas created as option for non-exempt jurisdictions who want to designate defined areas that are exempt from transportation concurrency. • Would require Comprehensive Plan Amendments to designate an “Urban Service Area” and must be areas with urban services (public water/sewer/roads) • Requires alternative transportation options and funding strategies to be identified within 2 years • Additional Rule making likely at State level August 10, 2009
