  3. Monarchs, Nobles, and the Church • Both nobles and the Church had their own courts, collected their own taxes, and fielded their own armies • Monarchs organized a government bureaucracy, developed a system of taxes, and built a standing army • They strengthened ties with the middle class

Strong Monarchs in England • King Edward died • Brother-in-law Harold and Duke William of Normandy both claimed to the throne • Battle of Hastings (William triumphed over Harold) • Called for the creation of the Domesday Book • Built an efficient system of tax collecting • Decisions of the royal courts became the foundation of English common law • Henry II, England also developed an early jury system
