ATLANTA REGIONAL COMMISSIONCONGESTION MANAGEMENT PROCESS UPDATE March 30, 2006
ARC’s Congestion Management Process (CMP) is a SAFETEA-LU management system designed to manage congestion throughout the region and maximize the safety and mobility of people and goods. • The Program includes four steps • Identification • Understanding and Priority • Implementation • Data and Monitoring Introduction
What is our analysis framework? • Congestion Management System Network • How do we identify congestion in the Atlanta region? • Model Data • Travel Time Index • Field Data • Travel Time Studies IDENTIFICATION
Travel Time Index TTI A 30 minute free flow travel time that take 45 minutes in the peak would result in a 45/30 = 1.5 travel time index.
Intensity Extent Duration Three Dimensions of Congestion
Activity Center Congestion • Total Delay • Average Travel Rate Activity Center Congestion
The CMP program is diversifying the tool box • Planning models are coarse • The 4th dimension = crashes, weather • CMP mitigation strategies are operational • Are we making a difference? (before and after) • Can we capitalize on other studies? Data Collection and Monitoring
