Principal Survey • http://tea.texas.gov/Texas_Educators/Preparation_and_Continuing_Education/Principal_Surveys_to_Evaluate_Educator_Preparation_Programs/ • Located in the Educator Certification Online System (ECOS) for principals with first-year teachers on their campus. • Continuing Professional Education (CPE) credits upon completion of each survey. • Texas Education Directory (AskTED) • Maintain updated • Additional information regarding the survey will be emailed to superintendents, human resources personnel, and principals using email addresses located here • Survey collection begins on Wednesday, April 6, 2016. • All surveys must be submitted by Wednesday, June 15, 2016. • ?????? principalsurvey@tea.texas.gov.
NCLB => Every Student Succeeds Act • HQ requirements for teachers will remain in place through the end of the 2015-2016 school year. • Beginning with the 2016-2017 school year, schools will no longer be required to comply with the highly qualified teacher requirements. • Note that all state certification requirements adopted in State Board for Educator Certification rule remain in place. • Provisions under the ESSA will take effect when a new state plan is approved by USDE (prior to the 2017-2018 school year). • Many provisions that are currently outlined in the 2015 Texas State Plan to Ensure Equitable Access to Excellent Educators will cover the requirements outlined in ESSA. • 2016-2017 school year to be spent preparing LEAs for the equity plan reporting and transitioning state data collection processes from highly qualified teacher requirements to state in-field data reporting.
Test Additions/Deletions • Dance 6-12 (Test # 279) • will be offered for the first time on September 1, 2016. • Tech Apps 8-12 (139) • will be offered for the last time during the 2016-17 school year or through August 31, 2017. • There will be no Tech Apps 7-12 test. • It was decided to use the EC-12 test instead. • The new Tech Apps EC-12 test (242) and the old one (142) • both will be administered during the 2016-17 school year. • The 142 version will be given for the last time August 31, 2017.
Educator Certification Examination Retake Policy Change • Attempts prior to 9/1/15 = 1 attempt • Eligible for 4 more attempts • “good cause” waiver for exceeding 5 time max testing requirement • EPP role • Remediation requirement prior to re-release • Implications of limiting attempts • Impact on 2nd and 3rd year internships
Criminal History updates 1) The TEA ORI number found in the FAST pass will be replaced with a Service Code, which should be used to schedule fingerprinting appointments on the MorphoTrust USA / IdentoGO website. 2) Applicants for certification • will no longer receive a FAST pass as a PDF attachment. • will receive an email that contains all information necessary to schedule a fingerprinting appointment 3) Non-certified employees • TEA will continue to provide school districts with FAST passes as PDF attachments for the scheduling of non-certified employees
T-TESS Next Steps • Create calendar • Training schedule • Appraiser certification
Human Resources • Develop a district-specific FAQ to help with understanding of T-TESS; • Include teacher leaders as the district plans for T-TESS; • Clarify the flow of the process in the district; • Develop local guidelines/administrative procedures to ensure consistent implementation across schools regarding number of observations, walk-through visits, timelines, and collection of evidence and artifacts; and • Establish calibration processes and structures to ensure consistency and reliability.
Appraiser certification • 2015-16 ONLY: certify after April 1, 2016 valid through May 31, 2017 • 2016-17 and beyond: certify after June 1st of each year • Will become invalid • Suggestion: incorporate into “exit process” during summer for appraiser must show proof that re-certified
Education Department General Administrative Regulations (EDGAR) • http://www.esc1.net/Page/2801 • new regulations govern all federal grants awarded by the US Department of Education (USDE) to the state or to an LEA on or after 12/26/15 • Uniform Administrative Requirements, • Cost Principles, and • Audit Requirements for Federal Awards
Professional Activities outside the ESC • Board policy DBD (Local) • an ESC employee shall not accept outside employment with any school district within the region served by the ESC.
Request for Outside EmploymentProcess • Employee files Request for Outside Employment form with the supervisor • Form can be found on Intranet – HR Employee Documents link • Supervisor forwards form with his/her recommendation as to whether the proposed employment will interfere with the employee’s regular ESC duties to the HR Director for the Executive Director’s consideration.
Request for Outside Employment • Executive Director makes determination and signs form • Employee and supervisor are notified of Executive Director’s decision • Request for Outside Employment form is filed in personnel file.
Job descriptions • Each employee must have one • Supervisor is responsible for maintaining job descriptions up to date with guidance from HR Director • describe the employee’s job responsibilities • delineate all programs or cost objectives under which the employee works
Job descriptions • immediately available upon request by an auditor or monitor. • Revise • annual performance review of each employee • When posting vacacies • Upon changes (ie., funding, etc.)
Job descriptions • supervisor must review the job description with the employee upon hiring and as the job description is updated. • The employee must sign and date that he or she has read and understands the job description and the programs under which he or she is working.
Employee Exits • To be held for all employees • program director/manager is responsible for obtaining the final certification or time and effort documentation before the employee leaves. • The Human Resource Director and Payroll office also confirm this in the exit interview

HB 1842 - Districts of Innovationcourtesy Lynn Moak of Moak, Casey, & Associates • freedom from state-level regulation allows school districts, or groups of campuses within a district, to deliver instructional and support services in novel ways that improve students’ educational outcomes. • innovative curriculum, instructional methods, and provisions regarding community participation, campus governance, and parental involvement; • modifications to the school day or year; • provisions regarding the district budget and sustainable program funding; • accountability and assessment measures that exceed the requirements of state and federal law; and • “any other innovations prescribed by the board of trustees.”

Professional Standards • The USDA Professional Standards rule came in to effect July 1, 2015. • Establishes minimum professional standards for school nutrition staff managing and operating the NSLP. • These standards include hiring criteria for • child nutrition directors, • continuing education/training requirements for all child nutrition staff, • annual documentation of continuing education/trainings attended or provided (auditable documentation)
Total Student Enrollment Level Affects Hiring Requirements • Smaller sized contracting entities—2, 499 students or less • Medium sized—2,500 to 9,999 students • Larger sized—10,000 students or more (see page 12 of handbook)
Types of Professional Standards • Continuing Education/Training Standards that specify continuing education/training hours and topics based on employee responsibilities. • Hiring Standards that specify the educational background and professional experience of the employee based on employee responsibilities
Date of Hire Determines Requirements Necessary • Employees hired prior to July 1, 2015, must meet the continuing education/training professional standards requirements for their job functions. • Employees hired on or after July 1, 2015, must meet the meet the continuing education/training professional standards requirements for their job function and must meet the educational background and professional experience requirements based on the number of students enrolled by the school district or charter. • (see handouts)
Records Retention Schedule • Minimum retention periods for records normally placed in personnel and payroll files. • Incorporate the periods established by the Texas State Library and Archives Commission (TSLAC) or prescribed by federal and state law, rule, or regulation. • Board policy CPC Legal • Local record control schedule must meet these minimum retention periods. • Information on records management requirements is available on the Texas State Library Web Site (http://www.tsl.state.tx.us/).
