CEOS Workplan developed each year by CEOS CEO Under direction of the CEOS Chair Consultation with SIT Chair, SEC, WGs, VCs, Ad Hoc Teams, SEO, CEOS Agencies at large, and external stakeholders Near-term objectives and deliverables to achieve goals outlined in CEOS Strategic Guidance document Current document Description of CEOS activities for 2018 calendar year Summarize anticipated activities for 2019-2020 Based on results of discussions from 31st CEOS Plenary Meeting held in Rapid City in 2017 Results in actions at the WGCV level that can flow to the subgroups
Future Data Architecture Focus in 2018 on five core areas CEOS Analysis Ready Data Interoperable free and open tools Data, processing, and architecture standards Analytical processing capabilities User Metrics
Future Data Architecture Was looking for a home at the writing of current work plan Discussions with CEOS CEO led to agreement that WGCV could take lead oversight of this task Key element to the task is not “product format” as much as “facilitate interoperability” Fits activities already planned CARD4L product reviews Level 1 interoperability Interoperability is more likely to drive data format than vice versa with need for metadata and understanding uncertainties
FDA-12: Inventory of space data product formats used by CEOS agencies Need to determine best approach to address this so that efforts can begin prior to the next WGCV Similar discussion will come up in several other actions Basic options are Assign to a single subgroup that takes lead on the effort Assign to a WGCV member who will organize the effort across the various agencies and subgroups Develop a task team to address the topic (this approach will take too long) Overlap with the WGISS/WGCV joint activities so a suggestion is to pair it up with one of those efforts Data Formats and Interoperability in the framework of FDA Quality Indicators in Discovery Metadata
CEOS Work Plan - Progress implementation of the CEOS Strategy for Carbon Observations from Space Targeted initiatives to advance to implementation of the CEOS Strategy for Carbon Observations from Space CARB objectives/deliverables proposed over the 2018-2030 period COMPLETED Q2 2018 – Will be updated as such in CEOS Deliverables site
Advancement of the CEOS Virtual Constellations Characterize the Virtual Constellations in the context of both the development of the space segment for GEOSS and of the multitude of outcomes and deliverables that CEOS seeks to provide for GEO and other users and framework
Coordinate the development of suitable methodologies for the on-ground characterization of satellite-based EO sensors, the on-orbit calibration of EO missions, and the validation of satellite-based Level 1 and Level 2 products. WGCV continue to evaluate and recommend best practices for characterization/calibration of satellite-based sensors and validation of satellite-based Earth observation data products Provide tools to allow users to assess ARD quality beginning with defining and quantifying uncertainties for surface reflectance product validation at continental scales Develop a set of standards for CO2 and CH4 products that are suitable for intercomparisons across multiple missions Develop an initial set of guidance for biomass product validation using near-term missions such as NISAR, GEDI, and BIOMASS Ensuring results are readily available through a significant update to the CEOS Cal/Val portal and the WGCV web site within the CEOS interface
Capacity Building, Data Access, Availability and Quality COMPLETED Q3 2018 – July 24 opening of web site Will be updated as such in CEOS Deliverables site COMPLETED Q3 2018 – Report is complete and will be put on the CEOS website and updated as such on CEOS Deliverables site
Continue cooperation with GEO, Global Space-based Inter-calibration System (GSICS), and WMO and ground-based networks in the provision of high quality EO data products. Effort to develop a recommendation for a GSICS/CEOS solar spectrum that ensures interoperability is nearing completion Level-1 top-of-atmosphere interoperability study is underway making use of lessons learned from the MRI activities and will be a link towards the quantification of surface reflectance uncertainties WGCV will continue working with the GEO Secretariat Encourage widespread adoption of quality assurance principles Develop calibration infrastructure and comparison campaigns within frame of WGCV to promote these principles & practices Cooperation with WGs, VCs WMO, ground-based networks, Reach out to the science users and data product providers in the Atmosphere, Terrestrial, and Ocean communities
Next CEOS Work Plan WGCV has been making very good progress on its Work Plan activities WGISS and WGCV have largest number of actions Also means that we have largest number of open actions Preparations for the next CEOS Work Plan will begin in November Need to be considering topics and actions to include in the Work Plan Topics of current interest and activities of WGCV and Subgroups • WGISS/WGCV joint activities • Formalizing CARD4L evaluation processing Areas of interest to CEOS Plenary with overlap with WGCV include expanded use of commercial data Collaborative opportunities with other WGs and VCs
