The URBACT « EGTC » project:Expertising Governance for Transfrontier Conurbations EUROPEAN PROJECT • The “EGTC” project was a working group co-financed by the URBACT II programme:http://urbact.eu/ • Rationale • Network of 6 cross-border agglomerations (different political, cultural, socio-economic contexts) • Exchange on cross-border governance tools, including the EGTC (European Grouping of Territorial Cooperation) • To improve their system of transfrontier partnership

The URBACT « EGTC » project:Expertising Governance for Transfrontier Conurbations EUROPEAN PROJECT • Eurometropole Lille-Kortrijk-Tournai : • a cross border conurbation • 2 millions inhabitants living on 2 countries, 3 regions, speaking 2 different languages • 14 institutions are partners (4 in France, 10 in Belgium), representing intermunicipalities, départements, regions and States • Covering the territory of 145 municipalities

The URBACT « EGTC » project:Expertising Governance for Transfrontier Conurbations EUROPEAN PROJECT The European Action Plan • Bring up cross-border agglomerations’ interests to the EU level • Lessons learned at local level: • solutions to be developed at local level, answering the inhabitants’ needs • need to involve upper levels: inefficiency traps (Barca); subsidiarity is 2 ways; dissymetry of competences across borders • Recommendations adressed to the regional/ national and European authorities • - horizontal coordination across borders • - vertical coordination: multi level governance • - territorial awareness

Integrated strategies, also across borders Territorial programming: place based approach Horizontal and vertical coordination of policies Evidence-based policy making 4 pillars for fostering Territorial Cohesion, with the support of Cohesion policy 2014+, for cross border regions An opportunity: Territorial Cohesion, EU Cohesionpolicy 2014+ EU COHESION POLICY

  17. 2014/2020: Need to build (local/regional/national) strategies on each border, ...and to coordinate them across the border EU Baltic strategy (macro region) shows the way; but Cross-border regions are strategic as well All programmes (national, regional, EU funded or not) should implement these strategies; cooperation programmes as facilitators The 3 NOs: no new legislation, no new goverment, no additional money…but coordination: soft planning for soft spaces Options Territorial cohesion and Cooperation in strategic policy documents: EU “Common strategic framework” (CSF) national “Development and Investment Partnership Contracts” (DIPC), coordinated between themselves. 1. Territorial programming An opportunity: Territorial Cohesion, EU Cohesionpolicy 2014+ EU COHESION POLICY 2014/2020: more territorial approach in programmes Options: • Territorial dimension (including cooperation with neighbouring regions) in operational programmes • Support for integrated local development initiatives (URBAN,LEADER acquis) in all contexts (urban, rural, urban-rural) • at the appropriate geographical level, preferably functional areas, ... also in cross-border context (eg: cross border conurbations) • Build cross border capacity and governance, multi level when necessary: EGTC a good tool • Improving the partnership approach - direct involvement of local authorities, also in cooperation programmes: eg global grants to EGTCs ...

Coordination of policies An opportunity: Territorial Cohesion, EU Cohesionpolicy 2014+ EU COHESION POLICY 2014/2020: At each level, need for horizontal coordination vis à vis territorial impacts; vertical coordination between levels. Options At local and regional (possibly cross border) level: integrated projects and programmes At Member State level: horizontal coordination vis-à-vis CBC: contact persons in ministries, coordinated at high level, within and between States At EU level: horizontal coordination through: • Cohesion policy: place based implementation tool of EU 2020 strategy; coordination of funds and sectoral policies • within European Commission: Geography matters! Inter-service groups; territorial dimension of impact assessments • Vertical coordination, role of Strategic follow up of Cohesion Policy, including territorial dimension and cooperation.

Evidence-based policy making An opportunity: Territorial Cohesion, EU Cohesionpolicy 2014+ EU COHESION POLICY • Ability to measure assets as well as constraints of territories, territorial impacts of policies... • Need to go below NUTS 2 (local); above NUTS 2 (pluri regional); and across NUTS (cross-border context!) • Options: • Refined data sets and new territorial indicators, in close cooperation with national Statistical Offices (coordinating on borders), and EU (ESPON, Urban audit...) • For cross-border regions: programmes shall fund evidence base building: data, scenarios... • Enhancing EU networking on territorial and urban issues (ESPON, Urbact, Interreg C, Interact), so as to share evidence and disseminate good practice: governance, planning...also for cross border regions !
