  2. The most needed information infrastructure • For connecting all offices of Delhi eventually • For having a secured network • To be used for data transfer • To be used for VOIP

Scope of Work • To create a reliable and efficient network for Delhi Government which will provide point-to-point connectivity between different offices spread all over Delhi. • The list of various offices can be collected from IT department. • This connectivity will be used for accessing Internet, email, VOIP, Video Conferencing and other centralized application software required to implement e-governance will also be ported as and when such services becomes implementable in future.

Some Statistics Phase I ( 2 Step Implementation) • Number of Departments in Delhi : 75 • Number of Agencies/Autonomous Bodies : 15 • Number of Local Bodies : 2 (MCD and NDMC) Phase II • Number of Hospitals : 25 • Number of dispensaries : 239 • Later connectivity to Touch Screen Kiosk on the network.

  5. What be expect from Vendors • · Study the existing/planned infrastructure of various departments. • Panning and designing of network architecture that would facilitate the connectivity between departments. • ·Identifying the requirements for setting up Network management Center. • ·Traffic Analysis • ·Security requirements and recommending measures for network security. • ·Suggesting modalities for e-governance. Some of the applications that would form the part of e-governance are e-mail, video conferencing, VOIP, File monitoring etc. • ·Manpower and training requirements

  6. Expected usages • Accessing Internet, email, • Video conferencing • VOIP • Centralized application software Type of Connectivity • Leased Lines/ ISDN Lines or Wire less • No dialup • Bandwidth on demand

  7. Security • The proposed WAN is only for Delhi government use. The services should not be given to other party. • The WAN should be designed in such a way that it should be protected from outside world. The standards of security should be best international practices • Proper Firewalls etc should be in place with centralized server as per the security policy devised in consultation with IT department of Govt of Delhi. • Inter departmental communication standards can be finalized once the nature of data transfer between departments is known.

  8. Implementation & Scalability • Implementation in phased manner. • All departments/agencies/bodies/hospitals will be on WAN by year 2004. • Schools may also be brought on Network later, if felt necessary.

  9. Up time • 95 % during the for initial period of six months and 99% uptime afterwards. Contract Period • 10 years renewable to another 10 years if services are satisfactory.

  10. Revenue Model • Model to be suggested by Vendor • Few Examples • 100% cost on execution of project + maintenance on annual basis. • Part fixed cost + Part recurring cost. • Lease basis(BOO) where rent is paid by Government.

  11. Whom we are looking for • Telecom companies • System integrators • Technology solution providers • ( Who have a capacity and proven track record)

  12. Place of Equipments • Tentatively all the equipments are placed at Server room situated at Delhi Secretariat. The place can be changed if short listed vendor gives proper justification for change.

  13. Proposed Evaluation Criteria • Equal weightage to technology solution and commercial solution • Companies should meet all the eligibility criteria. The same can be collected from IT department. • Technology proposed • Solution proposed • Training methodology • Revenue Model • Previous experience in setting up WAN • (This is open to suggestion)

  14. Issues • How will scalability be built? • How the cost of higher bandwidth will be incorporated? • How to measure down time? • Penalty clause for down time. • Service level Agreement for 10 years renewable to another 10 years if services are satisfactory.
