Reputation promise/mission The Auditor-General has a constitutional mandate and, as the Supreme Audit Institution (SAI) of South Africa, it exists to strengthen our country’s democracy by enabling oversight, accountability and governance in the public sector through auditing, thereby building public confidence.

  6. 2008/09 Audit opinion Qualified (Assets) Insufficient and inappropriate audit evidence to substantiate: • adjustments (R544 000), • disposals(R639 000), • additions (R5 826 000) and the • opening balance (R14 937 000)

Risks identified • ICD budgeted to relocate to a new building in 2008/09 – the move has not yet realised. • Inadequate budget monitoring resulted in ICD incurring unauthorised expenditure. • During 2008/09 ICD paid R1 225 000 as overtime (page 15 annual report) vs 1 186 sick leave days (R731 000) and 17 (6.2%) vacancies. • 28% increase in local travel (2008/09)
