What role can port communities play in bringing COMCIS services to the user? Patrick Geerinck CCS ComcisFinal Conference, Breda 24th June 2013
Context • Port Community Systemscome in various models & settings: • Ownership • Scope covered • Services offered • Business model • Fragmented & non-standardised throughout EU • EPCSA initiative
Context • Port Community Systems: important role as the gateway for information exchange and in the standardization thereof. • Port CommunitySystems are well established: • They already have active interfaces with most of the carriers, terminals and local authorities. • The role of a Port Community System as a Single Windowenables • not only the sharing of information, • but also enriching it with additional information
How can PCS contributetoComcis? • Using the Port Community Systems for the exchange of information needed in the different Comcisservices: • PCS acts already as an aggregator • PCS avoids each party having to set up bilateral communication channels, protocols and message formats. • PCS contains/is an existing gateway for part of the information needed in the Comcis services • PCS can be an important data source itself • e.g. for nautical information • PCS is a neutral “trusted” party in information exchange • PCS drives standardisation: agreements on community level
How canComciscontributeto PCS? • Using the Comcis services withing a Port Community Systems can have benefits as well: • Connect more parties than just local players • Widen the geographical coverage • Use of the NGSW / Common Framework enhances standardisation level • Consolidation layer of Comcis creates opportunities for added value services within the PCS • Using of multiple data sources enhances data quality of PCS • PCS drives standardisation: agreements on community level
Challenges • Barriers for data sharing (see HLG) • Data / information has commercial value • Confidentiality of commercial information • Data ownership • Commercial benefits: PCS as competitor • Business model
