Settlement of Out-of-Merit Resource Instructions QSE Project Managers Meeting February 15 , 2005 Ino Gonzalez
Current Protocols • 6.7.7.3 Deployment of OOME After Market Clearing • Resource-specific OOME Dispatch Instructions issued after the Balancing Energy Service market clears will not be instructed deviations. ERCOT will use its best efforts to minimize Resource-specific OOME and Fleet/Zonal OOME Dispatch Instructions issued after the Balancing Energy Service market has cleared.
SQSE How ERCOT Calculates Zonal Dispatch Instruction Deviations 150 Instructed Output Level 144 Resource Plan 100 37.5MWh 25MWh 0
Zonal Dispatch Instruction Deviations • ZIDUP = Instructed Output Level – Resource Plan = 37.5 – 25 = 12.5MWh • ZIDDN = Resource Plan – Instructed Output Level
URC Overview Metered Resource is greater than larger of 101.5% of (or 5MWh over) total schedule plus Instruction Uncontrollable Renewable Resource has generated more than 150% of its Schedule Integrated Amount of ERCOT Regulation is less than -25 MWhrs Over Generation in a zone MCPE > 0 Price Chasing Uninstructed Resource Charge
URC Overview Metered Resource less than the lesser of 98.5% of (or 5MWh under) total schedule plus Instruction Uncontrollable Renewable Resource has generated no less than 50% of its Schedule Integrated Amount of ERCOT Regulation is more than +25 MWhrs Under Generation in a zone MCPE < 0 Cost Optimizing Uninstructed Resource Charge
Resource Specific Dispatch Instructions issued after Real Time Balancing Energy Clears (RTB)
Example 1: No Portfolio Balance (OOME after RTB) Energy Schedule Instruction Real Time QSE A OOME 75 MW Generation Increase = 75MW SCADA Value = 225 MW R O 150MW 150MW QSE Regulation = 0 TUD (Total Uninstructed Deviation) = [ Meter – (Sched + Zonal Instruction) ] – Reg TUD = [ 225 – (150 + 75) ] – 0 = 0 MW (SCE = 75) Instruction added during Settlements not in SCE calculation – if ask for a VDE No URC
Example 2: With Portfolio Balance (OOME after RTB) Instruction Real Time Energy Schedule OOME 75 MW QSE A Generation Increase = 75MW Decrease other unit = -75 MW SCADA Value = 150 MW R O 150MW 150MW QSE Regulation = 0 TUD (Total Uninstructed Deviation) = [ Meter – (Sched + Zonal Instruction) ] – Reg. TUD = [ 150 – (150 + 75) ] – 0 = -75 MW (SCE =0) If MCPE > 0 No URC Else URC Instruction added during Settlements not in SCE calculation if ask for a VDE
Example 3: No Portfolio Balance (OOME after RTB) Energy Schedule Instruction Real Time QSE A OOME 75 MW Generation decrease = -75MW SCADA Value = 75 MW R O 150MW 150MW QSE Regulation = 0 TUD (Total Uninstructed Deviation) = [ Meter – (Sched + Zonal Instruction) ] – Reg. TUD = [ 75 – (150 + - 75) ] – 0 = 0 MW (SCE = -75) Instruction added during Settlements not in SCE calculation if ask for a VDE No URC
Example 4: With Portfolio Balance (OOME after RTB) Instruction Real Time Energy Schedule QSE A OOME 75 MW Generation decrease =- 75MW increase other unit = +75 MW SCADA Value = 150 MW R O 150MW 150MW QSE Regulation = 0 TUD (Total Uninstructed Deviation) = [ Meter – (Sched + Zonal Instruction) ] – Reg. TUD = [ 150 – (150 + - 75) ] – 0 = +75 MW (SCE =0) If MCPE > 0 URC Else No URC Instruction added during Settlements not in SCE calculation if ask for a VDE
