  2. Rationale • Shared benefits and responsibilities – basic principle of coalition • Reduce vulnerability, guarantee autonomy and sustainability by expanding and diversifying resource base • Secure resources to implement SF 2007-2010

  3. Background • Budget increased and partially diversified but still relies on few large grants • Fluctuating levels of funding from other sources

  4. Institutional cost mainly covered by large grants (IFAD and EC) • Donor contributions to institutional cost (top) and programmes (bottom) in 2007

ILC institutional costs • Consists of operational, governance, staff, communication cost • High in relation to programme cost – but ILC not a grant giving organisation • Networking, advocacy and policy work facilitated among members, building collective action and supporting the work of partners –are NOT administrative functions but essential features of the ILC

Guiding principles • Establish multi-year partnerships with donors and seek full cost recovery of institutional cost as part of funding arrangements • Focus on priority countries and key themes in proposals • Beyond raising funds, build mutual learning environment between donor agencies, IGO and CSO members • Introduce co-financing approach

  7. Guiding principles cont. • Involve members: • partnership-driven approach that takes advantage of diverse knowledge existing in ILC network, e.g. through member input on content of proposals • require members to contribute (see proposed Constitutional amendments)

  8. Goal • Mobilise the necessary resources for the effective implementation of SF 2007-2010 based on a diversified, multi-year and renewable donor programme • Three complementary objectives to achieve this goal

Objective 1: Sufficient financial resources exist to accomplish ILC strategic objectives with a minimal level of annual fluctuations in its budget Targets • USD 3.5 million per year raised for biennium 2007-2008 and USD 4 million each for biennium 2009-2010 • No single donor contributes more than 35% to overall ILC budget • Institutional costs do not exceed 50% of ILC total budget

Objective 2:Members more actively involved in RM through improved coordination at regional and national level between IGO and CSO members and other donors Targets: • Membership contributes min. 50% to governance cost, financially or in-kind • Grant recipients contribute at least 20% • Mechanism to inform members of funding opportunities within and beyond network • Resources for programmes increasingly benefit ILC members (50% by 2010)

Objective 3: Established/expanded relationships with donors beyond financial support for mutually beneficial partnerships Targets: • Outreach to all ILC donors through regular reporting (written and through visits) and knowledge sharing • Annual corporate report is produced for ILC membership and further shared with donor community, especially in priority countries

  12. Roles: Coalition Council • Provides guidance to and monitors ILC Secretariat and regional structures in their resource mobilisation efforts • Informs Secretariat of funding opportunities from within and outside ILC network so that such information can be widely shared among members

  13. Roles: ILC Secretariat • Implements strategy and accomplishes targets • Maintain and expand relationships with donors to promote a mutual learning environment • Report on progress to the Coalition Council and Assembly of Members

Roles: ILC membership • Involved more actively in RM • MoU between each member and ILC formalises contributions (financially or in-kind) • Source minimum of 50% of ILC’s governance budget from members • All grant recipients requested to contribute at least 20% of budget for joint initiative proposed for ILC financing
