LWTI Strategic Plan • Assist British Columbia waste tissue generators, renderers and meat processors with the development of sustainable waste tissue management methods. • Prepare plans for the efficient and safe disposal of all livestock carcasses generated during an emergency in British Columbia.

Assist BC Waste Tissue Generators • Short Term, Maintenance of Slaughter Industry to Allow for Transition • To allow the continuation of slaughter business (once the CFIA new SRM regulations come into effect) by providing short terms solutions for waste tissue disposal until medium term solutions are in place [$216,000] • Medium Term, Transition to the New Reality • Conduct feasibility and pilot study of promising technologies for commercial scale waste disposal [$485,000] • To aid existing processors with on site infrastructure funding for capital works that will allow the processor to complies with CFIA and waste disposal regulations [$1,079,000] • Improve under-standing of the issue regarding economic development, health and emergency response with local governments and other stakeholders [$54,000] • Long Term, Minimize Cost / Maximize Value Recovered • Research to find alternate commercial uses for animal tissue waste [$189,000]

  9. LWTI Funding Programs • Situation Analysis and Solution Identification Program. • Assistance in Applying for a Ministry of Environment Permit Program. • General LWTI Funding

  10. 1. Situation Analysis and Solution Identification Program. • Objective: To encourage and assist slaughter plant operators in thinking through the best available option for livestock waste tissue disposal for their specific situation. • Eligible Applicants: Existing commercial slaughter plant operators who plan on complying with waste disposal regulations. • Eligible Activities: Hiring an approved consultant to work with the plant operator; consultation with local government, the Ministry of Environment and CFIA; and preparation of a situation analysis/solution identification report that will drive activities to focus on an attainable solution.

Situation Analysis and Solution Identification Program (continued). • Financial: Approved projects will receive reimbursement for 100 per cent of eligible activity expenditures to a maximum of $2,000. • Application Process: • Apply: Complete the application form. • Approval: The LWTI Sub-Committee will contact the applicant after reviewing and approving the application. No work should be carried out prior to approval. • Work: The consultant develops the Situation Analysis and Solution Identification Report. • Request Refund: After paying the consultant, submit a statement of expenses with proof of payment and a copy of the report. You will be refunded 100 per cent of eligible expenditures to a maximum of $2,000. • Application Form: Available from the LWTI Coordinator along with list of approved consultants.

Assistance in Applying for a Ministry of Environment Permit Program. • Objective: To encourage and assist slaughter plant operators in obtaining a permit (in a timely manner) from MoE for disposal of livestock waste tissue. • Eligible Applicants: Slaughter plant operators who have developed an acceptable Situation Analysis and Solution Identification Report. • Eligible Activities: Hiring an approved consultant to work with the plant operator in all areas related to obtaining a permit, such as: filling application forms, modeling air emission, public consultation, or setting up a groundwater monitoring program.

Assistance in Applying for a Ministry of Environment Permit Program (continued). • Financial: Approved projects will receive reimbursement up to 75 per cent of eligible activity expenditures to a maximum of $15,000. • Application Process: • Apply: Complete the application form. • Approval: The LWTI Sub-Committee will contact the applicant after reviewing and approving the application. No work should be carried out prior to approval. • Work: The consultant assists the slaughter plant operator in preparing the permit application and submits the completed application to MoE. • Request Refund: After paying the consultant, submit a statement of expenses with proof of payment and a letter from MoE stating they have received a complete permit application. You will be refunded 75 per cent of eligible expenditures. • Application Form: Available from the LWTI Coordinator along with list of approved consultants.

LWTI Up Coming Activities • Push for a decision from CFIA on being able to use “Naturally Contained Landfills” for SRM disposal. • Explain to landfill operators the issues around taking slaughter plant wastes and help them to apply for a CFIA permit. • Develop a funding formula (LWTI and AAFC funds if available) for slaughter plant on-site or off-site infrastructure. Off-site infrastructure may be at landfills or other central solutions.
