Background • May 2003 - Discussion at Lac Carling on the GoC Business Service Mapping and the potential for multi-jurisdictional opportunities • August 2003 – Service mapping highlighed as key initiative to advance Service to Business Vision • Joint jurisdictional opportunity identified • Initial pilot with the Government of Ontario, a municipality and Industry Canada • Project supporting service and process mapping across GoC, a province and a municipality
Project Objectives • Mapping exercise requires: • take stock of a client’s experience around a high volume activity • Develop a methodology supporting institutionalized mapping across jurisdictions to enable identification of Service Transformation opportunities • Proposed methodology = Treasury Board Secretariat administered Business Transformation Enablement Program (BTEP) – based on the Zachman Framework • Identify an opportunity for service rationalization or transformation which could potentially drive service integration across jurisdictions – simplify and improve the client service experience • Which can be re-used and validated by other jurisdictions
Phase I - Deliverables:September – December, 2003 • Define High-level problem statement – What is existing client process? • Define an initial vision for service transformation for this client segment – How to improve the client experience? • Develop a strategic business design • Includes a model of the integrated services to be offered to this client segment • addresses needs and intent • Final report evaluating two service transforming alternatives and recommend one • Provide costing estimate for delivery of recommendation
Contribution by Partners Industry Canada • Responsible for the project management and provision of dedicated resources • Presenting final recommendation to TBS Ontario & Municipality • Responsible for active participation, assigning appropriate resources for input and validation of findings TBS • Responsible to provide expertise on the methodology (training, coaching and quality assurance, etc)
Status to date… • Confirmed partners and defined the team structure • Reached agreement on the project definition, scope and charter • Developed detailed project Plan for December target • Scheduled three activity workshops • part of methodology
