  2. Objectives • Inform ITDG on the state of the art of the reflection in the Sponsorship on Standardisation • To get feedback at this still early stage Sponsorship on Standardisation

Background • PGTF2: The ESS should increase the efficiency and quality of its statistical production • The Cracow/Hague action plan: Promoting the further standardisation of processes and methods • Joint strategy paper: The integration that is envisaged will require more harmonisation and standardisation (…) leading to better quality and higher productivity of the statistical data processing Sponsorship on Standardisation

  4. Background • Workshop on ESS standardisation October 2010 • First discussions in DIME, ITDG, Metadata working group • Discussion in Partnership Group December 2010, March 2011 • Sponsorship on Standardisation mandate endorsed by ESSC in May 2011 Sponsorship on Standardisation

  5. The business case for standardisation • Both the merits and costs should be considered • User needs (timeliness, comparability … ) • Efficiency through inter-operability and reuse • Costs of standardisation • Loss of local or sectoral elements Sponsorship on Standardisation

Opportunities: some examples • Output: standardisation of (sub)populations over statistical regulations, the census HUB • Post-processing: seasonal adjustment and statistical disclosure control • Throughput: common validation rules, compensation for quality changes for price index, estimation below the exemption threshold • Input: sharing of web data collection tools, the EuroGroups Register Sponsorship on Standardisation

Management of standardisation • Standardisation does not end with the adoption of the standard • The benefits result from implementation • This requires support measures (guidance, training) • Monitoring, evaluation and maintenance • This has to be organised, possibly requiring new forms of organisation/collaboration Sponsorship on Standardisation

Organisation of the Sponsorship • Small Sponsorship Group: NL, DE, FR, HU, IT, LV • Limited time frame: Sept. 2011- Sept. 2013 • Separate strategic and operational discussions: • Use expert groups to prepare proposals on request • Consult experts outside the Sponsorship MS (eg Sweden) • Communication to non-participating countries, other European and international groups (e.g. HLG-BAS) • Regular reporting to ESSC (annual work plan) Sponsorship on Standardisation

  13. 1st meeting of the sponsorship • Discussion of the results of the ESSnet Stand Prep • Formal definition of a standard (ISO) • A standard is a document, established by consensus and approved by a recognized body, that provides, for common and repeated use, rules, guidelines or characteristics for activities or their results, aimed at the achievement of the optimum degree of order in a given context. • Recommendation for the governance of standards (central body adopting, maintaining standard) Sponsorship on Standardisation

  14. Work programme • First year is focused on taking inventories, gathering information, generating ideas and analysing alternative approaches (‘year of divergence’) • Second year will be the year of convergence Sponsorship on Standardisation

  15. 3 tentative WPs under discussion • Stock taking – analysing the current situation – identifying barriers • Business architecture : business model, principles, standardisation process, key elements for standardisation • Pilot to demonstrate benefits and to proof of concept Sponsorship on Standardisation
