Using advanced technology as a tool in the roadside “toolbox” to improve efficiency and effectiveness of commercial motor vehicle enforcement operations. What is Smart Roadside?
Targets high risk carriers; Provides an even playing field; Can be deployed at different sites (fixed, mobile, etc.); An opportunity to increase compliance verification when enforcement resources continue to be a challenge; and The increase volume of CMV traffic requires new methods to validate compliance. What is so different in Missouri? Use of Magnetometer Loop Detector (MLD) to “fingerprint” the commercial motor vehicle on the mainline. The loop is used for PrePass WIM with the addition of a mainline camera. 4
How is the vehicle fingerprinted? Using the MLD, you can electronically tag and track CMVs based on the density and distribution of metal producing a waveform or “fingerprint” of the vehicle and its load.
New Weigh Station – I55What is so different in Missouri? 2. Attach weight data captured on the PrePass mainline WIM for carrier vehicles not enrolled in PrePass Program to the vehicle’s fingerprint with an overview pic.
New Weigh Station – I55What is so different in Missouri? 3. Re-identify the CMV using a MLD loop on the ramp along with a LPR, AUR and Image Capture system to identify the carrier and plate information by querying the state’s CVIEW.
New Weigh Station – I55What is so different in Missouri? 4. The fingerprint of the vehicle on the mainline is matched with the fingerprint on the ramp. When a match is found, the weight and all information gathered from the LPR and AUR are put together.
New Weigh Station – I55What is so different in Missouri 5. The information from the Smart Roadside System (SMS) is passed to the lane control system and static scale software (Mettler-Toledo). If all the information is valid (no alerts) the vehicle is allowed to use the station’s bypass lane. All other vehicles are sent to the static lane. Lane control information is returned to the SMS system.

Eliminated the need for a PrePass Compliance Reader because the system will identify a vehicle enrolled in the PrePass system that was not identified on the ramp of the station if the vehicle received a red light and did not enter the station as required.
Bloomsdale weigh station has 5 full time positions staffed by MSHP CVOs/CVIs. Open 7 days a week approximately 16 hours a day. Bloomsdale Staffing
Technology • The new identification technology and scale platform system makes it easier to verify compliance and allows for better use of resources . • The automated features, such as the automated lane control which closes the facility when traffic is backed up, enhances safety.
