Science Complex Planning Before 1997 – “Pre-Bond Campaign” Pressures 1997 to 2000 - Bond Campaign Push After 2000 – “Post-Bond Campaign” Development Thomas B. Clegg
Science Complex Planning Before 1997 – “Pre-Bond Campaign” Pressures Thomas B. Clegg
Pre- 1997 – Influential Decisions • Late 1980s’ – JJR led campus planning effort – Future sites on central campus thought limited • Wilson-Dey site identified for future science building • Approval by Town of Chapel Hill for up to 14M sq. ft. of University space on central campus • Early 1990’s • Rapid helter-skelter growth, esp. on south campus • Friday Center constructed on Mason Farm Tract • BOT decision to plan for developing outlying lands Thomas B. Clegg
Outlying University Lands Horace Williams 960 acres Mason Farm 1450 acres Central campus 750 acres Thomas B. Clegg
Outlying Lands Planning – 1994-95 • Guidance from expert land-use planners • Determine what is growing fastest • Determine what activities needs external access • What units and activities would benefit from consolidation at a remote site • Extensive interviews with campus and regional constituencies • Duke (East Campus) and NCSU (Centennial Campus) • RTP personnel about research park viability Thomas B. Clegg
Outlying Lands Planning Conclusions • Faculty like their present mutual proximity • University should not create for itself a new ‘transportation problem.” • Site non-instructional activities on outlying lands • Faculty and student housing • Sports facilities • Research institutes and “incubator” facilities • Continuing education and outreach activities Thomas B. Clegg
Outlying Lands Planning • What did we learn about the planning process? • Wide constituency involvement is needed • Listen carefully • Break problem into workable tasks • Frequent, broad communication is essential • Organize, synthesize, and disseminate quickly all data gathered Thomas B. Clegg
Other Growing Issues • Black Cultural Center • Vocal campus minority group wanted Wilson-Dey site for new Black Cultural Center • Ad-hoc Arts & Sciences committee issued planning document for science library/classroom building on Wilson Dey site • BOT selected Black Cultural Center site south of South Road Thomas B. Clegg
Other Growing Issues – 1996 • Meager repair and renovations budgets • University had $400M in unmet repairs and renovations (leaky roofs, peeling paint, asbestos, etc.) • Annual State R&R budgets were < $3M • Looming space and utility infrastructure limits • Arts & Sciences space needs especially acute, especially for sciences • Major driving force: increased research funding Thomas B. Clegg
Science Complex Planning 1997 to 2000 - Bond Campaign Push Thomas B. Clegg
Bond Campaign Push – 1997-2000 • New strong leadership team coalesced in South Building with highly complementary skills • Organize push for State Bond funding • Hire Ayers Saint Gross to organize new central campus master plan • Set capital funding goals for the upcoming $1.2 B campus fundraising campaign • Urgent science needs were a major motivation Thomas B. Clegg
Science Units – Early Planning • Get ready quickly for upcoming opportunities • Established core science planning group • Developed scientist consensus • 25 academic science units involved • ~90 individuals involved • Developed a vague physical plan • Developed intellectual science plan to justify physical expansion needs • Science units were successfully “out front” in push for new resources Thomas B. Clegg
Science Units – Early Planning Phase 2 Build Three New Buildings Phase 1 Build “Swing” Space New Classroom Bldg New Venable Hall New Chemistry Bldg New Biological Sciences Building New Environmental Sciences Building “Guesstimated” total cost ~ $200M Thomas B. Clegg
Huge Bond Campaign Success • Major UNC System push for State Bonds: • For renovation, repair, and construction • Eva Klein & Assoc. estimated costs for 16-campus • Replacing Venable Hall was the “poster child” • Nov. 2000 voter approval -- $3.1B over 6 years • $500M for UNC-Chapel Hill • $500M matching funds required • Largest single infusion of capital funding for University construction in US history! Thomas B. Clegg
Science Complex Planning • After 2000 – “Post-Bond Campaign” Development Thomas B. Clegg
Science Complex - Revised Plan Funding Bonds Total • Precinct 1 of Ayers Saint Gross Campus Master Plan • Phased development • Phase I – Two new buildings (by Fall 2006) • Phillips Addition • Wilson-Dey Building • Phase II Build new infrastructure (by Fall 2010) • Demolish Venable Hall and ROTC Building • Build new 10,000 ton chiller plant & underground parking garage • Build Venable West, and Venable Central with cooling towers • Phase III – Complete additional buildings (by Fall 2012?) • Build New Venable East • Build Sitterson addition $52.3M $96.8M $31.8M $99.0M $ 0 $ ?? M Thomas B. Clegg
We’re Moving Out!! • Dec. 2000 – Advertise nationally for architects • Jan/Feb 2001 – Select William Wilson & Assoc of Boston for Phase 1 and 2 SciPlex designs • Mar 2001 – WWA begins detailed planning • Units involved: Chemistry, Marine Sciences, Physics & Astronomy, Computer Science, Applied Sciences, Mathematics, ROTC • Core group of ~12 faculty involved • Primary goal: swing space to vacate Venable Hall Thomas B. Clegg
Design Process • Four architetural phases • Conceptual design for Phase I and II • Establish current conditions • Establish academic unit needs • Sketch logistical process to vacate Venable Hall • Consider other minimum needs • Vibration-free research space for research • Astronomy observation deck on roof • Design development for Phase I and II • Consider infrastructure requirements • Determine building layout, sizes, and placement • Determine first good estimate of total cost 4/01-9/01 9/01-3/02 Needed $7M more for Phase 1 !! Thomas B. Clegg
Design Process – cont’d • Design documentation • Detailed lab and classroom fit-out details • Building design details (brick, HVAC, room layouts) • More detailed estimate of total costs • Commitment to new Materials Science Institute in ROTC space • Major infrastructure “taxes” to project • Major new costs for contaminated soil remediation • Needed another $7M in Phase 1 for minimum needs !! • Construction document preparation • Engineering drawings • Bid packages • State office approvals of all designs 3/02-11/02 12/02-9/03 Thomas B. Clegg
Milestones • Board of Trustees approved designs in 11/02 • Construction manager CENTEX hired 12/02 • Site prep began in 3/03 • State Office approvalsobtained in summer 03 • Construction bids advertised in 9/03 • Bid opening expected by 11/03 Thomas B. Clegg
