9. The Neighbourhood Policy • In 2004 the EU – Ukraine relationship has entered into a new period with the elaboration of the European Neighbourhood Policy (ENP). • This policy concerns the relationship with countries bordering the EU after the enlargement process of 2004 and 2007, i. e. countries of the Southern Mediterranean rim (from Morocco to Syria) and towards the East of Europe (Ukraine, Moldova, Belarus, Georgia, Azerbaijan and Armenia). • The aim of the ENP is to avoid the emergence of new dividing lines between the enlarged EU and its neighbours and instead to strengthen the prosperity, stability and security of all concerned. • The ENP goes beyond existing relationships to offer a deeper political relationship and economic integration. 10. European Neighbourhood and Partnership Instrument (ENPI) • The technical cooperation between the EU and the Neighbourhood countries is consequently re-focused on a priority objective: to bring closer the legal and institutional systems, so as to facilitate the exchange of ideas, people, goods and services, capital, etc. for the benefit of all. • A new framework for technical cooperation was adopted and entered into force on 1st January 2007: the European Neighbourhood and Partnership Instrument (ENPI). • Together with the Neighbourhood Policy, the use of Twinning and TAIEX, which had been used since 1998 to prepare the accession countries for membership, was extended to the countries of the European Neighbourhood region. 11. What is Twinning? • Twinning is an institutional building tool and a new form of direct technical co-operation between public bodies of EU Member States and Ukraine that will provide for a transfer of know-how and good practices between public administrations of EU Member States and their Ukrainian counterparts. • Twinning instrument has proved successful in legislation approximation and introducing public administration best practices in the Member States that joined the EU in 2004 and 2007. 12. What is Twinning? • Twinning has contributed to the development of a professional network of civil servants between EU Member States and public administrations of countries where Twinning projects were implemented and helped to develop all-round ties between these people, bodies and countries. • More than a thousand Twinnings have been implemented so far. 14. What is Twinning? • One of the key Twinning features is the concept of mandatory results: both the Ukrainian and the EU partner commit themselves to work towards a commonly agreed result, which should be measurable and precise. • The Member State administration will contribute a team of experienced civil servants, including: • A Resident Twinning Advisor (RTA), who will stay full time at the partner administration(i. e. 1 to 3 years) • A large team of experts coming to Ukraineon short-term missions (1-2 weeks or more for each mission); • Twinning projects are financed by the European Commission. The Ukrainian partner will contribute to the project with human resources, fully equipped office space, training/ conference venues and facilities, including interpretation. 17. The pipeline of twinning projects in Ukraine(1) The pipeline of projects is the list of projects which are active, at different stages of preparation or implementation, at a given point in time. The development of twinning projects in Ukraine was initiated in the fall of 2005. As of 15 February 2008, the Ukrainian “pipeline” consisted in 30 projects, of which 7 projects already under implementation; 3 twinning contracts under preparation (the Member State is selected); 11 Twinning project fiches under preparation; 9+ concepts for projects are being considered.
