Impact of HB 1076 The bill • establishes new standard high school diploma requirements for students entering 9th grade in the 2013-14 school year and thereafter, • alters testing requirements for previous cohorts of high school students, and • establishes Scholar and Merit diploma designations.
Course & EOC Requirements: What Was… • Bills passed in Florida in 2006 and 2010 significantly increased the math and science credits and testing requirements for high school graduation. • Requirements were the same for all students seeking a regular diploma.

Standard Diploma Changes Credits required: 24 for state, 26 for Brevard (no change) GPA: 2.0 (no change) Assessments: Must pass Gr. 10 FCAT 2.0 Reading and Algebra 1 EOC (change in EOC requirements) ELA I, II, III, IV * Alg 1 & Geom EOC count 30% of FCG / to meet grad. req., not to earn course credit. * Brevard requires 4 credits counts 30% of FCG Brevard requires 4 credits *Industry cert courses that lead to college credit may be used for up to 2 math credits (not Alg 1/Geom) *Industry cert courses that lead to college credit may be used for up to 1 science credit
Merit Diploma Designation • In addition to the requirements for a standard diploma, a student pursuing a Merit designation must attain one or more industry certifications from a state-approved list.

Summary of Graduation Changes • Students who took Biology or Geometry prior to the 2013-14 school year will no longer be required to pass the Biology I and Geometry EOC assessments to earn course credit. • Beginning with students in gr. 9 in 2013-14, the Biology and Geometry EOCs count 30 % of a student’s final course grade. • No student is required to earn a credit in Algebra II and Chemistry or Physics to earn a standard high school diploma. • High school students may earn a Scholar diploma designation if they satisfy course and testing requirements above-and-beyond those required for a standard diploma, e.g., earn credits in Algebra II and Chemistry or Physics and an equally rigorous science course and pass the Biology I and U.S. History EOC assessments. • Students pursuing a Merit designation must attain one or more industry certifications.
Summary of Assessment Requirements Changes to math and science credit and testing requirements for a standard HS diploma: • The award of high school course credit in Algebra I, Biology I, and Geometry will no longer be tied to passing EOC assessments. • This applies to all 2012-13 and future high school students, including students who have already taken the assessments. • Student must pass the Alg I EOC to meet the graduation requirement, not to earn credit
Summary of Assessment Requirements • No student, including 2012-13 9th graders, will be required to pass the Biology I and Geometry EOC assessments in order to earn a standard diploma. Passage of the Biology I EOC assessment is only required if a student pursues the Scholar designation. • No student, including 2012-13 9th graders, will be required to earn a math credit in Algebra II or science credits in Chemistry or Physics to earn a standard diploma, just for the Scholar designation.

SB 1076 Impact on Middle Grades Promotion Requirements • 3 courses in English Language Arts (ELA) • 3 courses in MG or higher math • Alg 1: student must pass EOC to earn HS credit (no change) • Geom: student must TAKE pass EOC for 30% & earn passing grade in course to earn HS credit • 3 courses in social studies • Must include 1 sem civics course (beginning w/ 12-13 6th grade cohort) • Must take Civics EOC for 30% of FCG • Eliminates req that student must earn a passing score on EOC to pass course and be promoted from middle grades
SB 1076 Impact on Middle Grades Promotion Requirements (continued) • 3 courses in MG or higher science • Biol 1: student must passtake EOC for 30% & earn passing grade in course to earn HS credit • 1 course in career and education planning
SB 1076 Impact on Middle Grades FCAT Remediation for middle grades (6-8) • Reading: Level 1 OR Level 2 • Must enroll in remedial course or “a content area course in which remediation strategies are incorporated into course” • Repeals remediation exemption for middle grade students (6-8) who scored Level 1 or 2 who scored L3 or better in previous 3 years • Math: Level 1 or Level 2 • Student must receive remediation which may be integrated into the student’s required math courses. • Bill does not specifically address remediation for Level 1,2 Algebra EOC BUT passing the EOC is a graduation requirement
SB 1076 Impact on High Schools FCAT Remediation for high school students • Reading: Level 1 OR Level 2 on 9th or 10th grade FCAT • Must be enrolled in and complete intensive remedial course or be placed in content area course that includes remediation of deficit skills • Legislation no longer includes remediation exemption for HS students who scored Level 1 or 2 who scored L3 or better in previous 3 years beginning with 2013-14 cohort • Math: Level 1 or Level 2 on Algebra 1 EOC • Must be enrolled in and complete intensive remedial course or be placed in content area course that includes remediation of deficit skills
Impact of SB 1076 on Prior Cohorts • Even though legislation did not take effect until July 1, 2013, many of its changes impact students in cohorts who are yet to graduate. • Eliminates Geometry and Biology EOCs as graduation requirements or to earn credit • Eliminates courses that were listed as graduation requirements (Algebra II, Physics) • Changes graduation requirements

Prior Cohorts and Scholar Designation “Generally speaking, students who entered high school before the 2013-14 school year may pursue a Scholar designation. However, a student’s ability to pursue the designation may depend on whether the EOC assessment for a course was implemented at the time the student took the course. Because statewide administration of the Biology I and U.S. History EOC assessments began in the 2011-12 and 2012-13 school years, respectively, students who took these courses before implementation of the EOC assessments would have to take and pass the assessments to earn the designation. Nothing prevents a school board from allowing these students to sit for future administrations of these assessments solely for the purpose of qualifying for the scholar designation or, regarding students who took the Biology I EOC assessment in the 2011-12 or 2012-13 school years, retroactively applying the passing score on the assessment to the student’s score to determine qualification for the designation.” House of Representatives Final Bill Analysis May 6, 2013

WHO COUNTS? • Participation: Students counted for Survey 3 and for testing • 95% for A; 90% for all other grades • Performance: Students counted for Surveys 2 and 3 and for testing 50% • Learning Gains: 1 point for each % who improve from previous year • .1 bonus for moving to L4 • .2 bonus for moving to L5 • Improve 1 or more AL (FCAT/FAA) • Maintain proficient AL without decreasing a level • L1/2: Show more than 1 yr’s growth using scale scores 50%
Learning Gain Calculations for School Grade • For students who remain in level 1 or 2 on FCAT • Level 2 must score 1 point more than one year’s expected growth • Level 1 must score 2 points more than one year’s expected growth • * Bonus weighting of 1.1 for Level 1 & Level 2 if gain is 33% greater than minimum about of increase required • FAA: Students who remain in levels 1, 2, or 3 must gain at least 5 points. • FAA Students who increase at least 33% more than the minimum will receive the bonus weighting of 1.1 points.
Why Do School Grades Keep Changing? • Incorporate new assessments and changes to assessments. • Incorporate new State Board rules • Incorporate statutory changes • Meet requirements for ESEA waiver

School Grade Changes for 2013 State Board Rule Decisions Action on Waivers to Add Stability During Transition: • Provision for one-letter-grade drop limit – PROVISION EXTENDED (July 16, 2013 SBE) • Waiver requiring adequate progress of Low 25% - WAIVER DROPPED, rule reinstated. Letter grade penalty for reading/math performance <25% • Adjust FCAT 2.0 Writing standard - Set 2013 FCAT 2.0 Writing standard at 3.5 (FAA standard remains at Level 4 and above) • Waiver of reading performance penalty (letter grade drop for <25% performance in reading) - WAIVER DROPPED, rule reinstated. Reading proficiency penalty goes into effect with 2013 school grade. • Waiver to delay automatic school grade scale adjustment if at least 75% of schools earn A or B - Postponed by one year. Earliest scale could go up is 2013-14 based on 2012-13 grades.
School Grade Changes for 2013 • Five-Year Graduation Rate, High School Grades: • The five-year graduation rate may be revised to count only standard diploma recipients as graduates (if required under ESEA). • Modified 5 Year Graduation Rate • Calculated as a follow-up to the prior year four-year federal rate. • Uses the same denominator as the prior-year four-year federal rate, but accounts for additional graduates in Year 5. • Previously counted special diploma recipients as graduates (they are counted as non-graduates in the federal four-year rate). • ESEA requirements do not allow Florida to count special diploma recipients as graduates in an accountability system that is used to meet federal reporting requirements. • Under federal requirements, a student may be counted as a graduate only if the student meets all state requirements for a standard diploma.
