How We Got Here • Section 14, Chapter 2001-43, Laws of Florida: • Required the Department of Management Services, in consultation with the Governor and Legislature to develop a proposed Classification and Compensation Program • The Broadbanding Report was submitted on 12/1/01 and implemented on 7/1/02. • Section 42, Chapter 2002-402, Laws of Florida: • Authorized the DMS to establish and maintain the system and requires it to include broad-based salary ranges.
Old Versus New • 3300 classifications • 22 job families with 38 occupational groups, 145 occupational group levels and no more than six levels per occupational group • 475 pay grades & 4 pay plans • 25 pay bands – one pay plan • Restrictive Minimum Qualifications tied to classification • No minimum qualifications • Supervisory-determined required knowledge, skills and abilities for individual positions
The Previous Classification Plan contains: • Class specifications for all classifications in the Career Service and for some classifications in the Selected Exempt Service • No class specifications for classifications in the Senior Management Service system. • Each class specification contains allocation factors, examples of work performed, KSA's, and minimum qualifications of the class. • Each system had a schedule of Salary Ranges • Law Enforcement classifications had a separate Step Pay Plan Old Classification System
Terminology • Classification = Occupation • Classification Specification = Occupational Profile • Pay grade = Pay band • Sr., I, II, III, IV = Level • SOC = Federal Standard Occupational Classification System • Allocation Factors = Description of Work
Terminology- Continued • Job Family – one or more occupational groups • Occupational Group – all occupations sufficiently similar in field of work • Occupation – all positions closely similar in kind of work with similar entry level KSA’s • Broadband Level – occupations with same level of difficulty, responsibility and in same pay band
New Classification Structure • Broad banding is a hierarchical classification System Consisting of: • Positions within: Occupations and Levels that are within: Occupational Groups that are within: Job Families • Each Level is assigned to a Pay Band • Each occupation has an occupational profile Family Group Occupation POSITION
Broad Banding System • Federal SOC is the system’s foundation • 22 Job Families • 38 Occupational Groups • 145 Occupational Levels • Up to Six Levels Per Occupational Group • BB Level Code example: 33-3051-1 Family – Occupation - Level

Current Status • $1.3 million appropriated to implement higher pay band minimums for affected classes. • Parallel Systems will run through FY 2002/2003 • Working titles are optional for each agency
