  3. Our strategic thinking • The vision • To take basketball to a level that competes with the 3 major sports in SA i.e. Soccer, Rugby and Cricket • The mission • To commercialize the sport in such a way that all stakeholders in the sport can benefit

Objectives • To create the best provincial senior league in the country • To assist regions with junior and development programmes • To build a pool of quality referees through FIBA approved systems • To build a coaching programme with world class certification and grading system • To market basketball through experiential activities over and above the traditional marketing and strategic PR • To host some of the best local tournaments in SA • To attract international basketball events

Challenges Facing Basketball in GP • Inadequate district association administration • No structured developmental programmes (unstructured junior leagues) • Little or no referee development and grading systems • Diminishing number of good quality coaches • Low market confidence in the sport • Limited indoor facilities and FIBA approved equipment • No incentive for players, coaches, refs, clubs etc due to little funding for the sport

Pre-season activity objectives • To market and launch the GBL 2009 season • To help solidify regional structures with legitimate committees • To assist the regional structures with the administration of the junior leagues • To incentivize clubs to get involved in junior development programmes • To help rebuild the club system in the basketball fratenity • To develop coaches and referees development and grading systems

Objective vs. Action Objective Action Must have a pre-season launch tournament Need to provide tools to help districts run leagues effectively Need to capacitate district on the administration of leagues Ensure that all premier clubs are involved in some level of development Must offer compulsory coaching and refereeing clinics with exams for grading purposes • To market and launch the GBL 2009 season • To help solidify regional structures with legitimate committees • To assist the regional structures with the administration of the junior leagues • To incentivize clubs to get involved in junior development programmes • To develop coaches and referees development and grading systems

Action vs. How Action How Junior tournaments in Jan and Senior tournaments Feb 2009 Districts will be provided with a Laptop, office space, sms bundles, landline and all-in-one printer Once the district committees have been elected, training will be provided at one venue for all committee members from all districts All Premier clubs will be required to adopt at least one junior/school team (both boys and girls) to qualify to play in the league Coaches and refs will be required to be graded according to international standards. Accredited coaches and officials will be remunerated to conduct clinics • Must have a pre-season launch tournaments • Need to provide tools to help districts run leagues effectively • Need to capacitate district on the administration of leagues • Ensure that all premier clubs are involved in some level of development • Must offer compulsory coaching and refereeing clinics with exams for grading purposes

  9. Timelines These timelines will be adjusted as and when the budget is approved from the Dep of Sport

Measurable outcomes (targets) • Functional districts association with the following in place: • Full time league coordinator • Access to IT tools including laptop, sms, phone, internet, email and printer • All senior GBL clubs with at least two developmental teams each i.e.: • 1 x boys team • 1 x girls team • 6 x junior district leagues with a minimum total of 4320 junior players i.e.: • 6 districts • Targeting a min of 3 areas/townships • Each area/township 16 teams i.e.: • 8 boys teams • 8 girls teams • Each team with a min of 15 players • Total no. of new refs introduced to the game at district level in year one must be no less than 144 @ 8 refs per area/township across all 6 districts

How to enforce the desired outcomes • It was agreed with GBA that the most anticipated GBL will not start until the following happen: • All GBL teams have at least 2 junior development teams (boys & girls) • All 6 regional leagues are functional with the number of teams and refs as per the previous slide. This will force players to be part of the district structures • Each GBL team/club must acquire an endorsement letter by its regional association to participate in the GBL • 2 x R100,000 prize money incentive for all involved, the condition will be as follows (only applicable to Premier division ladies and men clubs with township based junior teams as their adopted teams): • If only Senior GBL team wins, prize = R5,000 to the winning team • If Senior GBL team wins plus its adopted township based boys team wins the provincial league, then the prize money will be R50,000 divided as follows: • 50% to the GBL team • 25% to the district association • 25% to the boys team • If the senior GBL team wins plus its adopted township based boys AND township based girls teams win the provincial league, then the prize money will be R100,000 divided as follows: • 40% to the GBL team • 20% to the district association • 20% to the boys team • 20% to the girls team

How to enforce the desired outcomes (Cont.) • Hefty player transfer fees to encourage teams to develop their own players and therefore forming a club system: • Clubs will freely recruit/upgrade players from their developmental programmes to play in the club’s senior division • Recruiting of a GBL Premier division player will cost R10,000 in season and R5,000 off season, and will be divided as follows: • 30% plus whatever the player negotiates with his/her new team goes to the player • 20% to the club from which the player is recruited • 20% goes to GBL administration • 15% goes to district where the club is registered • 15% goes to GBA D1 player transfer costs = R8,000 in season & R4,000 off season D2 player transfer costs = R6,000 in season & R3,000 off season Junior player transfer costs = R4,000 in season & R2,000 off season Non club affiliated new player registration admin fee = R1,000 in season & R500 off season

Model Success Requirements • Effective Structures – structures should be able to give everyone a chance to play basketball, particularly young talent • Support – the structures need all the technical support, tools, training and capacity building in order to operate effectively • Commitment – the success of any venture is in the commitment and dedication of its human resources. Only those who are passionate about the game of basketball should be in the structures to ensure its success • Incentive - Recognition and real incentive will keep the fire burning within players towards achieving the goal of being the best in what they do • Growth – the model should have growth strategies that will create public and ultimately corporate interest and thus funding and self sustainability of the sport

Growth plan • The target is to see no less than 50% growth every year across the board in GP i.e. • No of teams • Players • Refs • Mobilization and formation of area committees to coordinate their own league at community level • Shedding off of GBL lower division senior leagues for take over by the district association • Commercialization of the GBL Premier division (both men and women) • Dominance of Gauteng in all levels of basketball nationally and in the Sub-Saharan Africa • Sharing of the successful model with the rest of the provinces with the aim to see basketball growing across the nation • Competitive national league across all levels i.e. junior to senior levels across both genders
