(I) -Encouraging bilateral investment agreements: the first period, ending the 60’s. Almost 2600 BITS…more than 180 TRA. -The FTAA: negotiations for a multilateral regime/The failure of negotiations 2002: five years lost? -FTA between some latinoamerican countries and the USA: -The international context: some changes • -New rules • -Goods, services and the rest… • -Implications on GATS: the Mode 3 • -Pre-establishment and post-establishment/in like circumstances… • -A lack of experience managing this king of agreements.
