Ohio TIF Overview • Five-year grant from the U.S. Department of Education • Twenty-four participating Ohio districts • Collaborative effort among districts, the Ohio Department of Education and Battelle for Kids Maximizing achievement and growth for all learners by preparing each graduate for success in college and a career.

GOAL #1: Recognizing Student AND DISTRICT Achievement • Award Metrics(must achieve at least 1 of these 3): • At least 1 of 3 Ohio Improvement Process (OIP) goals. • District Performance Index (PI) of at least 100. • Achieve 20 indicators on District’s Local Report Card (LRC). • Eligibility: • Potentially – All PreK through Grade 12 teachers, principals and other certified staff (including non-tested grades, guidance counselors, specialties, and certified support staff). Certified staff must be involved in direct instruction at least 50% of their time. Maximum Award*: $175.00* Maximizing achievement and growth for all learners by preparing each graduate for success in college and a career.

  11. GOAL #2: Building School CAPABILITY THROUGH P.D. • Award Metrics: • Per the State TIF grant, teachers must participate in two 30-minute walkthrough observations. These will be conducted via our district’s web-based system, E-Walkthrough.com. • Goal #2, Part #1: Participate in and complete approved Professional Development (PD) re: Formative Instructional Practices (FIP). • Goal #2, Part #2: Implement FIP strategies, as evidenced by walkthrough process and completed Professional Growth Portfolios. • (NOTE: Teachers can accomplish 40% of Master Teacher requirements through this goal, and qualify for an additional locally funded $1,000.00.) • Eligibility: Same as previous goal. • Maximum Award*: $175.00 for completing Part #1, and an additional $340.00 for completing Part #2, for a possible total of… $515.00* Maximizing achievement and growth for all learners by preparing each graduate for success in college and a career.

GOAL #3: Recognizing Student Growth • Award Metrics: Eligible teachers must earn an individual teacher Value-Added rating that is either “Yellow = Approaching Average; Average; Above Average” OR “Green = Most Effective”. Non-tested teachers who opt in must satisfy the student-growth award metric specific to their individual proposals. • Eligibility: Potentially – All PreK through Grade 12 teachers directly responsible for value-added tested areas. In other words, you are eligible if you receive a value-added report. • Maximum Award*: Teachers opting in earn $750.00. “Yellow” teachers earn $1,500.00. “Green” teachers earn an additional $725.00 for a possible total of… $2,275.00* Maximizing achievement and growth for all learners by preparing each graduate for success in college and a career.

GOAL #4: Fostering STUDENT GROWTH Leadership • Award Metrics: • Must serve as a Teacher Leader • Teacher-Based Team (TBT) Leader. • Grant Allocation Team (GAT) member. • Other teams/goals as determined by GAT (Ex.: data analysis; data collection; data entry; proposal development; etc.). • Eligibility: • Same as Goal #1 and #2, plus an application process. Maximum Award*: $1,040.00* • NOTE: You may also serve as a Peer Partner. Paid separately from Race to the Top (RttT) funds in the amount of $250.00.   14. STRATEGIC COMPENSATION:WHAT’S IN IT FOR ME? $175.00* – If the district achieves Goal #1. $175.00* – If you participate in and complete PD. (Goal #2) $340.00* – If you complete a PD portfolio. (Goal #2) $2,275.00* – If you are a “Green/Most Effective” teacher. (Goal #3) $1,040.00* – If you serve as a Teacher Leader. (Goal #4) Maximum Total Award* = $4,005.00* *Remember, some award amounts are estimates, and may be adjusted (up or down) to reflect current data and participation. Refer to our district’s TIF Award Model and supporting documents on our webtab “OTIF and Race to the Top” (posted on the CCS home page under the “Teacher Resources” drop-down menu, and in the “District Links” column on the right). TIF Award Program Eligibility (cont.) • To be eligible for the CCSTIF Program, teachers and principals must meet the following requirements: • All certified staff are potentially eligible for the award. Per Ohio’s grant, classified staff are not eligible. • Employees must be full-time, certificated and contracted teachers/principals of the Circleville City School District. • District Office employees are not eligible for Goals 1-3. • For building-level awards, employees assigned to multiple buildings must designate a "home school". • Employees must be "in good standing with the district" to receive payouts. TIF Award Program Eligibility (cont.) • Eligibility Requirements (Cont.): • Employees must work the full school year of data collection to earn award eligibility. • Employees must be in attendance at least 120 days when school is in session for students (excluding absences permitted by the contract, board policy, etc.), and must be employed through the end of the school year, to ensure they are present through all relevant testing windows. • Each employee's most recent evaluation must be at least satisfactory in nature, in order for the employee to be eligible for an award. (Starting with Spring 2012 evaluations; must receive a “Yes” recommendation for re-employment.) TIF Award Program Eligibility (cont.) • Eligibility Requirements (Cont.): • Teachers receiving multiple teacher-level reports will receive a portion of the award for each report proportionate to the number of reports they receive. • For Goal #3 (Recognizing Student Growth), no teacher receiving a “Red = Least Effective” report will earn an award for that specific value-added tested area. • Eligibility for specific award model measures will be determined by the GAT and communicated to staff as per our Communications Plan. • Employees in non-core tested areas will have the opportunity until the last day of school in September each grant year to opt in (using the attached "Opt-In Process" form) to receive the chance to earn additional award money.   19. DATA • Statewide in school year 2010-2011: Baseline data gathered for the TIF program through the Ohio Achievement Assessment (OAA) for grades 3-8 and ACT End-of-Course Exams (EOCE) for grades 9-12 (includes Algebra 1 in 8th grade). • Established baseline data against which improvement in future years will be measured. • Note: As a SOAR district, CCS already has several years of experience with this process. • School year 2011-2012: Data collected throughout the year to measure progress against the goals established in our TIF model. Data (cont.) • Fall 2012: Data from 2011-2012 school year used to calculate award amounts; preliminary results made available for review by teachers and principals. • Late 2012-Early 2013: Eligible teachers and principals receive finalized awards earned in the 2011-2012 school year. • Linkage: Complete process each spring. • BFKAward™: CCS will use this tool from Battelle for Kids to report, verify and calculate awards. • Note: As per the grant, there will be four annual payouts (2012-13; 2013-14; 2014-15; and 2015-16). Inquiry and Appeals Process • Issue Resolution Process: • When there is an issue regarding questions of eligibility or award, concerned staff members should submit to the TIF Coordinator a completed Issue Resolution Process Inquiry form (found on the website). • The BFKAward™ tool will assist the TIF Coordinator and the GAT in the capture of staff inquiries. • The GAT will use this process to review and resolve inquiries. Year 2 award model enhancement • Award Model will be enhanced for Year 2 of the grant (2012-13). • 3/7/12: GAT reviews proposed changes, adjusting as necessary. • 4/4/12: GAT makes additional adjustments, then approves proposed changes. • 5/2/12: GAT makes final adjustments, then approves Year 2 Award Model. • 5/18/12: Year 2 Award Model submitted to BFK and ODE.
