Some issues for CCB • Central role in governments vision for empowerment and effective engagement • Contested definition and role • Not explicit in terms of duties and resourcing • Equity of access to good quality CCB an issue • Need to avoid confusion about CCB and other capacity building - eg for individuals, services, CPPs etc • CCB needs are distinct – essential for empowerment where power differentials exist

Support and advice Communities should have access to specific CCB support & all agencies should work in empowering ways which build capacities • Planning CCB too important to be left to chance, must be integral to a planned approach comm’s at the centre • Long term commitment CCB needs to be able to meet changing needs over the longer term
