  2. Food Security and Rural Entrepreneurship Fund (FSREF) • Established in Sept. 2012, financed by the Embassy of the Kingdom of the Netherlands (EKN) in Addis Ababa; • Managed by ICCO on behalf of Agri-ProFocus and the Agri-Hub Ethiopia; • The overall objective of the Fund is to enhance Food Security and Rural entrepreneurship. Main benchmarks: • Increased Food Security and Increased investments, incomes/profits and jobs.

  3. The Fund provides grants through two winds of funding Innovative and Matching Grant Funds • Innovative Fund: supporting innovations in agricultural production and value chains that put a new idea or technology into use. It is a one year support project but with good reason could be for a year and half duration for a single value chain. • Innovation: • ‘in this context implies a new knowledge, a new product, the use of new equipment, new ways of organising work processes or structuring business relations, etc. and becomes an innovation when it improves how things are done, is economically viable and is applied by a significant number of people/organisations’. • A fund amount up to 100,000 Euro per value chain/year

A fund amount up to 20,000 Euro per value chain/year • Matching Grants Fund – is a complementary fund to the innovative fund and require partners to provide a 50% proportion of contribution • oTechnical advice • Materials, equipment • o Capacity building – may involve training and enhancement of an organisation’sfunctions following to capacity need assessment

Eligible applicants for Innovative Fund • Small and Medium Enterprises (SME’s), • Producer Organisations (POs), • Business Development Service providers, • Cooperatives, Unions • NGOs (involved in business promotion), • Micro Finance Institutions, • Research Organisations (e.g. Universities), • Chambers of Commerce and • Business Associations • All of them must be legally registered and operational in Ethiopia. • FSRE-Fund will support 42 innovative and 95 matching grant projects in the next four years;

Main Funding criteria • The innovation (ossible points 16): (innovative aspect , Feasibility/ potential up scaling, Gender & Environmental dimension) • The Proposed action possible points 35: (Effectiveness, Efficiency, Sustainability, Monitoring and learning) • Organisational Capacity (possible points 24): (Innovative capacities, Administrative capacities, Staffing & Own contribution • Proposal and budget (possible points 25): [Result areas(outcome & output), Budget & Presentation]

Rules and criteria for application • Innovative project proposal should best describe and explain proposed project purpose, problem analysis,strategy followed and anticipated results. • Proposal should be in the format: using the font type Calibri, indent 3 in both side, font size 12, line-spacing single and the text align justify. • All concept notes must be in a word formatsand it must be only 5 pages including a budget summary

Front one page summary should include: • Name of Applicant Organisation:_________ • Type of organisation: (Example: PO, SME, Cooperative, Union, NGO etc.) ________________ • Value chain the project involving (Example: Honey, Bamboo, Coffee, Potato, etc.) ______________ • Project Location:____________ • Project Period & Duration:____________ • Project Total Budget___________ • Own contribution:___________ • Requested amount from FSRE-Fund:___________ • Project Summary:_______________ Concept note format

  11. The closing date for concept document submission is January 20, 2014 4:00 PM. Please note that no concept document will be accepted after this deadline. • Only shortlisted applicants will be contacted for further details by FSRE-Fund and requested to submit a full proposal before March 05, 2014 4:00 PM.
