History and Mission • Established on July 25, 2003, COCAVIAL is a permanent regional forum whose purpose is to address subject matter related to good practice in road conservation in the sub-region. • Members • National Roads Board of Costa Rica (CONAVI) • Executive Board for Road Maintenance in El Salvador (FOVIAL) • Consultative Board for Road Maintenance in Guatemala (COVIAL) • Technical Committee of the Road Fund in Honduras (FONDO VIAL) • Executive Board for Road Maintenance in Nicaragua (FOMAV)
Recognition by COMITRAN and SIECA • On November 28, 2003 during a meeting of the Transport Ministers of Central America (COMITRAN), it was decided to integrate COCAVIAL with the technical secretariat of COMITRAN (known as SIECA). • COMITRAN Resolution 01-05 November 11, 2005
Objectives • Promote cooperation among the Central American road funds. • Develop the professional connections between and among the executive directors and technical and administrative staffs of the road funds. • Contribute to the elaboration of national road maintenance policies, principally the establishment and subsequent development of road funds, as well strategies for road sector development in the sub region.

Meetings • In January 15, 2004, Road Fund Directors resolved that meetings should take place only every 2 years and not twice a year as previously stated in COCAVIAL Constitution
Congresses • July 25, 2003 - San Salvador, El Salvador: First Regional Congress on Road Maintenance • October 6-8, 2004 - Antigua, Guatemala: Second Central American Congress of Road Funds • 2007 – Honduras: Third Congress on Road Maintenance expected to take place
Technical Committees • COCAVIAL can create technical committees to carry out specific activities on a delegated basis – not all member countries need to be represented on such technical committees.
New Members • COCAVIAL is open to new members who will support its mission and objectives. At least two members must support in writing the inclusion of the new member, country or institution.

Main Differences • Central American Road Funds are directly responsible for maintenance - contracting to the private sector, payments, supervision - and thus have significant technical resources in-house. • Most of the funds allocated to Central American Road Funds are targeting only a portion (primary network) of the total public network for sustainable maintenance funding.
Outstanding Issues • (a) Update and create an independent web site. • (b) Complete and publish its norms and regulations. • (c) Actively pursue a common work program, including production of standard manuals.
