HEALTH MATTERS NOW Awareness campaign by: Des Collines HealthFoundation CSSS des Collines Comité des usagers du CSSSC
The Business Plan 2014 Approved by the Board of the CSSS des Collines in August, 2011
Business plan background Under-financing recognized by the Agence Our dilemma: to expand or perish… Plan approved by the Board in 2011 Received support from all MRC mayors 5 meetings with Minister to validate the plan; received his go-ahead in Sept. 2012 Previous government: no interest …
Our population • Younger that the Quebec average • More affluent • High % of English-speakers in West and North • Close proximity to health facilities in Gatineau and Ottawa • Chelsea and Cantley: closer to Gatineau than Wakefield
Population growth by 2015 • + 7%, twice the average growth rate in Québec • 36,500 by 2015
Population growth by 2015 • + 43% more seniors aged 65 and over, twice the Quebec average • Need to plan health and social services accordingly
Volume of health services use on the rise (2013) • At the Hospital • 715 hospitalizations • 40% of users outside territory • 23,000 emergency visits, 41% from Gatineau and 8% from North Wakefield • At CLSCs • 8,700 individual users • 12% from outside our territory • In Nursing Home • 42 beds in our area, 20 earmarked in Gatineau for our use • 20 places in family type resources • 15 places in intermediate resources
Health resources of the CSSS des Collines • 282 employees 80 nursing and cardio-respiratory staff 82 staff in paratechnical services and trades 47 personnel staff, technical and admin professionals 52 health technicians and health and social services professionals 21 senior non-unionized staff 26 doctors • Annual budget of $20 million
Conclusion • A young and relatively well-to-do population with growing health and social services needs; • Demographics that point to significant needs by 2015, due to an ageing population; • Increased volumes in the past and projected higher needs by 2015; • Therefore, will need more human resources and more space to provide the services; • Need to retain our current resources by adding more staff for the future.
Our objectives • Improve local access to quality health services; • Increase our autonomy in our area by providing health services to our population; • Develop high-tech facilities similar to other CSSS in the Outaouais, to promote our self-sufficiency; • Increase our capability to respond to the growing health needs of our population throughout the area, in short-stay and at the emergency.
Business plan proposal • Build a new emergency at the Hospital; • Dedicate new space for a full-service high-tech emergency and external clinics ; • Build 2 new 40-bed nursing homes; ideally in Chelsea and … • Enhance CLSC services (FMG and IPS); • Complete range of diagnostics capable of responding to complex cases in emergency and in external clinics • Onsite Laboratory • Radiology • Medical imaging: including scan, ultrasound and echography
Doing all we can… • The CSSSC is facing a $1 million budget deficit • Budget cuts totalled $754 000 in past 4 years • Overflow at emergency exceeds our human resources capabilities • Wait times for community services are rising as no additional resources have been added in 10 years • More that 4120 residents without a family doctor • Too few nurses and social workers to meet demand: • Increase in demand for elder care • 26% growth amongst youth in our schools since 2010 • 142% increase in youth with physical disabilities since 2008 • 164% increase in demand for mental health services since 2008 • 11% growth in birth rate since 2006 …
