  8. An Important Thought • In times of conflict and times of stress relationships get tested. • These are pivotal moments. • You need to see a good faith effort across all players.

Some examples of best practices for SILC - CIL partnering • Improve your SILC's relationships with the CILs in your state to create a strong statewide Independent Living network • Good terms with CILs, that’s where the power is • Don’t police, review, monitor • Access to press, advocacy • Present a collective face to the DSU

Some examples of best practices for SILC - CIL partnering, cont’d. • Many SILCs fund center participation • 50% of states fund CILs • Several SILCs fund CIL associations • Expand Independent Living networks to include community organizations not already working with the Independent Living network.

  11. Ways to collaborate with CILs (and other Network Partners) • Meeting centers in the community • Inviting the community • Engaging CILs and other Community Partners • 7B grants/ financial support

Ways to collaborate with CILs (and other Network Partners), cont’d. • Mutual involvement in projects relevant to growth of the Independent Living Network. • Mutual involvement in statewide projects • Aging and Disability Resource Connections • Long Term Supports and Services Conferences • Youth Leadership Forum • Disability Capitol Action Day • Independent Living Leadership Summit

Example of effective dialog within the Statewide Independent Living Network • Because of the excellent advocacy of Independent Living advocates in California, Chairman George Miller introduced H.R. 5610 June 28, 2010. • California delegation—3 out of 4 were both SILC members and ILC Directors. • I.L. Network partners at all levels participated. • DSU also collaborated.

  16. How to work together to obtain funding • Most SILCs have set base-funding target • Collaboration: SILC and CILs proactive approach to issues. Working out a system as equitable as possible.
