The ICAO Global Aviation Safety Roadmap • Developed in 2006 by the Industry Safety Strategy Group led by IATA for ICAO • Frame of reference for all stakeholders • To improve coordination and to minimise duplication of safety work worldwide • The ESSI fits well within this framework

ESSI Vision, Aim and Mission • Vision • To be among the World’s most successful strategic aviation safety partnerships • Aim • Reduce the rate of accidents and the fatality risk irrespective of the volume of air traffic within Europe and for European aviation worldwide • Mission • Through a successful professional alliance of aviation organisations improve civil aviation safety by reducing safety risk and protecting the aviation community, passengers and the general public from harm caused by aviation related accidents and incidents 14 / 25

ESSI - ECAST • Regulators-industry partnership sealed by a pledge • Coordinates / interfaces with: • US Commercial Aviation Safety Team (CAST) • COSCAP - Southeast, South and North Asia Safety Teams • COSCAP - Combined Regional Aviation Safety Team (RAST) • COSCAP - COSCAP - Banjul Accord Group (BAG) • IATA African Safety Enhancement Team (ASET) • EUROCONTROL European Safety Program (ESP) • Flight Safety Foundation Runway Safety Initiative (RSI) • Implements the JSSI actions plans adapted from CAST • Has defined and enacts a new safety improvement process
Action Plans inherited from the JSSI • Monitor implementation of the JSSI Actions Plans • CFIT, ALAR, Loss of Control • Current status: 23 APs; 8 Complete; 15 Underway • Two ongoing actions: • Survey of Action Plans with NAAs • Survey of Action Plans with airlines • CAST Remaining Risks will be considered under the new ECAST process

ESSI - EHEST • EHEST is the European branch of the International Helicopter Safety Team (IHST) www.ihst.org • Committed to the IHST objective of reducing the helicopter accident rate by 80 percent by 2016 worldwide • With emphasis on improving European safety • Safety enhancements based on the analysis of European Helicopter accidents using the IHST process adapted from CAST

ESSI - EGAST • A wide spectrum of activities • National Aero Clubs and Associations • Ten’s of thousands of pilots • Create a forum for: • Sharing best practices • Improving sources of information • Safety promotion • Taking soundings • Rulemaking activities and national initiatives • Just launched (17 Oct 07)
Conclusion (1) • The ESSI is an aviation safety partnership between EASA, other regulators and the industry • To further enhance safety for citizens in Europe and worldwide through: • Safety analysis • Implementation of cost effective action plans • And coordination with other safety initiatives worldwide
Conclusion (2) • Europe has specificities compared to the US and US-CAST, such as: • Dense mix of different types of airspace, often with military mix • Typically less crossing time-zones for domestic traffic • Terrain – populated / hostile environments (mountains) • No fully integrated regulatory functions • Multiple languages and cultures • NA, SA and SEA regions also have specificities • ESSI offers a new approach to regional safety • Still in the takeoff phase, ESSI is looking forward to cooperate with Asia-Pacific RAST
