Modification 0279 - Improving the availability of meter read history and asset information • Topic raised at July 2009 Distribution Workstream • Draft proposal was to create a reporting service, placing obligation on GTs to provide service defined in UNC • Proposer discussed topic with xoserve in to determine viability • xoserve reviewed data content and recommended making the proposal a “permissions” arrangement to enable xoserve to provide services tailored to customers needs • Proposer refined draft proposal in light of xoserve review with regard to data content, but not service definition • Proposal raised by GDF in November 2009 • User Pays proposal, cost recovery 100% shippers, development service and ongoing service defined • ROM costs provided, included in final modification report (February 2010) • ACS submitted using cost recovery basis defined in proposal, and approved • Mod approved by Ofgem in July 2010

Modification 0279 - Improving the availability of meter read history and asset information • xoserve observations: • UNC User Pays proposal successfully implemented • Discussion with xoserve prior to raising proposal speeded up proposal development • xoserve provided input to draft proposal, some suggestions accepted, some not, proposers prerogative • Although xoserve put forward suggestion to enable a more flexible service arrangements for the community (our customers), these were not pursued by the proposer or the Distribution Workstream. Therefore, commercial matters are not always in xoserve’s control. • Given this learning point what are the solution options?
