2. Mission and Objectives Mission
to advance telehealth knowledge, practice and policy in Oregon.
Objectives
Improve access to high quality health care and healthcare workforce education through the use of broadband telecommunications;
Promote collaborations that advance the use of telehealth to deliver affordable high quality health care;
Provide and promote education about telehealth;
Provide technical assistance to existing telehealth programs or healthcare providers seeking to establish telehealth programs in Oregon; and
Promote research that supports appropriate decision-making for telehealth providers, insurers and policy makers.
3. Organization Established in 2001 as a committee of the Oregon Communications Coordinating Council
Filed for incorporation as a public benefit corporation in 2005
Recognized as a 501(c)(3) in 2007
Governed by a volunteer board of directors made up of healthcare providers, individual telehealth experts, and healthcare associations
Support from sponsors who are telecommunications and telehealth hardware and software vendors
Currently no paid staff
4. Policy Accomplishments 2001 – led workgroup that drafted bill that permitted telehealth licensure of out-of –state clinicians wanting to practice telemedically in Oregon – bill passed.
2003 – drafted HJR4 a joint resolution by the legislature to support reimbursement for telemedicine. Led to Medicaid payment for services delivered telemedically – bill passed
2007 – drafted HJR6 a joint resolution by the legislature supporting the application to the FCC Rural Health Care Pilot program that led to the formation of OHN – bill passed
5. Policy Accomplishments 2009 – led the workgroup that drafted language for SB 24 that required private insurers in Oregon to pay for services delivered telemedically if they were paid when delivered in person – bill passed
2009 - worked with the Center for Telehealth and eHealth Law on S 2741 and was able to get the support of both Oregon's senators - Wyden and Merkeley. The credentialing and privileging language in the bill eventually led to CMS proposed revisions now in final stages of adoption
6. Service Accomplishments Wrote the application to the FCC that resulted in a $20+ million award from the Rural Health Care Pilot Program and the formation of OHN
Present many educational webinars for healthcare providers about telehealth program development, sustainability and policy
Provide ongoing consultation to other states about telemedicine reimbursement
Present a yearly Telehealth Summit
