Topics • 8-hour Ozone Timeline • PM2.5 Timeline • Regional Haze Timeline(s) • Can the Timelines Be “Harmonized”? The Bag
8-Hour Ozone Timeline(Timing based on my understanding of EPA’s current thinking) Implementation Guidance Designations Attainment Plans due 1/2008 • EPA to propose implementation guidance rule spring 2002 • Final implementation guidance spring 2003 • Initial designations late 2004 or early 2005
PM2.5 Timeline(Assumes state has collected 3 years of valid data by 12/31/01) Designations 3/2004 Attainment Plans due 3/2007 Data collection 110 SIP Nonattainment SIP
Regional Haze Timelinea) States Not Committed to Regional Planning Process PM2.5 Designations 3/2004 Reasonable Progress SIPs due 3/2007 States With Non-attainment Areas States Without Non-attainment Areas PM2.5 Designations 3/2004 Reasonable Progress SIPs due 3/2005
Regional Haze Timelineb) States Committed to Regional Planning Process Earliest PM2.5 Designations Reasonable Progress SIPs due 3/2007 (assumes at least one statein planning group has a nonattainment area) Latest PM2.5 Designations Reasonable Progress SIPs due 12/2008 (assumes at least one statein planning group has a nonattainment area whichis not designated until 12/05)

Conclusions • The timelines for implementing the 8 hour ozone standard, PM2.5 standard, and the regional haze rule can, and should, be harmonized. • PM2.5 guidance should be developed concurrently with guidance for ozone.
