Implementation: Core Activities • Standard Operating Procedures (SOPs) • Formal document setting out structures and systems • Not that common around the world • Action Plan/Manual • One or two documents • Master plan: who is responsible and timelines • Manual: translate plan into simple instructions for staff • Review other Laws • Mainstreaming: incentives/sanctions
Implementation: Institutional Structures • Information Officers (PPIDs) • Lead officials • May be responsible for more or less, depending on system • Ideally, high-level and lead on most issues (e.g. including Action Plan) • Not the same as press officers • Networking • Nodal Points • No real equivalent in Indonesia – MOIC to some extent • Tunisia: Inter-Ministerial Committee; Egypt: Supreme Council • India: DoPT; Canada: MoJ
Implementation: Systems • Proactive Disclosure • Processing Requests • Internal Appeals • Record Management • Reporting (Annual) • Monitoring and Evaluation
Implementation: Training • Huge Task: need to prioritise • Dedicated training for PPIDs • Training of trainers • Build modules into ongoing training programmes • Plan for ensuring comprehensive training • Other levels: school/university
Implementation: Communications • Internal • Need system to ensure staff informed about law and key updates • High-profile support, e.g. messages from Minister • External • All public bodies should play a role here • Many have natural outreach systems (e.g. health and education) • Also central leadership: e.g. guide for requesters, high-profile public events: target different sectors (e.g. business) • Liaise with civil society on this
Implementation: Role of Civil Society • Inherent tension in relations with government • Areas of support/contribution • Training • Awareness-raising • Monitoring and evaluation
Final Comments • Huge set of tasks: need to prioritise • Study • Many being tackled by better practice public bodies • Much still remains to be done • Key Need: Central Plans (Action Plan) to guide work going forward
