Defense Transformation Institute (DTI) • Formed in July 2004 by the Texas Research and Technology Foundation (TRTF), in coordination with city's Economic Development Department. • Designed to serve as a proactive intermediary with active military installations for leveraging their military assets.
DTI Goals • Promote economic development on and around military bases in San Antonio • Enhance the military value of local missions • Reduce installation management cost for the military • Accelerate the construction of new base facilities for military missions • Leverage military assets and capabilities through enhanced community partnerships
2010 Workshop Findings JBSA’ s combined energy use makes JBSA CPS Energy’s largest customer and one of DOD largest energy users. Community resources can contribute to help JBSA accelerate achievement of goals. Improved communication can help define requirements and identify solutions to JBSA issues. Concept of a focused Innovation Center/Information Clearinghouse suggested by attendees to support JBSA requirements.
2010 Workshop Recommendation The San Antonio Community and JBSA should consider establishing a JBSA Sustainable Energy Innovation Center to meet the DOD challenges and take advantage of the funding and opportunity to capitalize on the new energy initiatives

Activities Demonstrate solutions for achieving energy improvement goals for JBSA Accelerate assessment and implementation of new technologies that foster JBSA energy goals Provide clearinghouse for evaluating new technology and methods and their effectiveness and limitations Maintain a searchable database of ideas, technologies and solutions for JBSA to accelerate adoption Solutions will address all aspects of the efficient supply, storage, transmission, management and use of energy. Focused on military installations. Lessons learned from the military and the community will be shared, which will leverage activities and accelerate adoption of the best available solutions Support workshops and seminars accelerate collaboration
2011 Workshop Reviewed results of an operational management plan prepared by JBSA and OSD and priorities. Given the need to focus on energy management and controls the workshop highlighted activities and requirements of JBSA on EMCS Reviewed technologies and examples of systems in use and development to assist JBSA in choosing solutions
Activities since Workshop 2011 • DTI has supported a number of small workshops and lunch and learn activities for JBSA and Energy vendors and technology collaborators • DTI has supported JBSA in development the definition of energy requirements and needs • Published requirements on home page • Supported the efforts of JBSA and collaborators in preparation of proposals to ESTCP and other programs • Supported efforts between JBSA and U. S. Army Construction Engineering Research Lab(CERL) • Participated in a number of reviews with CPS Energy and JBSA on potential projects
Findings since2011 workshop • Organizations are interested in using JBSA to demonstrate new energy solutions • 12 ESTCP Proposals submitted using JBSA as test bed • R&D laboratories are interested in collaborating with JBSA to test and evaluate new technologies • Industry is interested in using Cooperative Research and Development(CRADA)s to demonstrate commercial technologies in Air Force installations and will pay for demonstrations
Findings since2011 workshop Ability to use existing contracts with CPS Energy (Area Wide Contract) to acquire energy services and using financing provisions for capital improvements (UESC) To use area wide agreement in conjunction with Energy Savings Performance Contracts to leverage private investments to accelerate meeting JBSA energy goals Improve Collaboration with CPS energy initiatives to the mutual advantage of JBSA, CPS Energy and the City of San Antonio
