LIMITATIONS TO ENVIRONMENTAL POLICIES AND LAWS IN BHUTAN Bhutanese hold environment close to their hearts • Article 5 of the Constitution that reinforces 60% forest cover for all times to come, intergenerational equity and trusteeship • Adoption of the Regulation on SEA, 2002 • Signatory to major MEA’s • Establishment of BTF
LIMITATIONS TO ENVIRONMENTAL POLICIES AND LAWS IN BHUTAN • Lack of human and financial resources • Institutions not in place to ensure 60% forest cover for all time to come • Environmental laboratory • BTF does not cover brown sector • Trans-boundary in nature • Green Technology expensive
LIMITATIONS TO ENVIRONMENTAL POLICIES AND LAWS IN BHUTAN • Ban – Plastic not effective due to lack of alternative and 90% importing country • MEA’s – signatory to about 20 odd • Despite being a net sequester of co2 – no net benefit • CDM projects • Human-wildlife conflict – is a major issue • Poor quality fuel
