Training Administration Roles and responsibilities include • Development, coordination and conduct ofthe training program • Assurance that personnel are prepared to respond to, manage, mitigate, and recover from emergencies • Documentation of program training needs • Establishment of qualifications and delivery of initial and refresher training • Provision of opportunities for hands-on and realistic training
Training Program Plan A comprehensive and systematic training program plan includes • Training goals and objectives • Organizational responsibilities, resources, and planned activities • A schedule of training development, delivery, and evaluations • Assessments of training development and implementation to identify improvements • Trainer and site qualifications and evaluations • Documentation of training requirements, lesson plan reviews, and emergency responder training records
Training A training program for all primary and alternate facility and site-level Emergency Response Organization (ERO) personnel includes • Initial and annual refresher training • Qualifications verified through demonstrated performance, testing, and drills • Training commensurate with the hazards and assigned emergency response responsibilities
Drills Guidance • Emergency response positions should participate, on an annual basis, in at least one training drill, exercise, or real-world event during which practical knowledge and skills are demonstrated • A skilled and experienced site that can present the scenario, control activities of responders, and provide feedback should conduct the drills to enhance learning
Drills (cont.) Provide • Supervised, hands-on training for members of the ERO • Validation of classroom training for ERO • Opportunities to train or practice emergency management skills • Scenario-driven events that provide interface practice among ERO, onsite, offsite, and other response or support organizations
Drills (cont.) Developed or modified drills should be • Of sufficient scope, duration, and frequency to ensure adequate training for all emergency response functions applicable to the facility • Based on feedback from actual events, exercise evaluations, and self assessments • A validation of new or revised procedures or equipment modifications
