Roadmap to ZNE Public Buildings Carolyn Sarno, Senior Program Manager NEEP (Northeast Energy Efficiency Partnerships)
ABOUT NEEP MISSION Accelerate energy efficiency in homes, buildings and industry in the Northeast – Mid-Atlantic region. VISION The region wholly embraces energy efficiency policies and solutions as a cornerstone of a sustainable energy policy, a vibrant economy, and a healthy environment for people to live and work in. APPROACH NEEP brings key stakeholders together with expertise and leveraged resources to innovate and apply best practices across the region. Serving the Northeast & Mid-Atlantic states since 1996
Working Towards Zero NEEP’s Vision The work done today on High Performance Buildings will pave the way for the development of zero net energy buildings, buildings that consume no more energy than they produce, on a broader scale throughout the region.
ZNE Policy Around The Country “Less energy usage isn’t enough. We have to set our sights not higher, but lower — all the way to Zero” Deval Patrick Massachusetts Governor California Delaware Massachusetts
What is a Zero Net Energy Building? A zero net energy building produces as much energy as it consumes over the course of a year
Why Public Buildings? The public sector has a responsibility to lead. The public sector has a longer investment horizon.
Critical Next StepsStep 1 Develop a “Path to Highest Performance” Information Campaign
Critical Next StepsStep 2 Promote the Continued Development of Exemplary Public Buildings North Shore Community College Health Professions/Student Services Building Image: DiMellaShaffer Architects
Critical Next StepsStep 3 Prioritize Measurement and Reporting of Public Building Energy Performance • Ensuring consistent measurement of building energy performance • Rate and disclose energy • Benchmarking • ENERGY STAR’s Portfolio Manager
Raising The BAR OPERATIONAL VS. ASSET RATINGS How does my building compare? Where are the “calories” used?
Critical Next StepsStep 4 Implement Stretch Building Energy Codes • Get gradually stricter over time • Be outcome-based (Target Energy Outcomes) • Not relying solely on prescriptive requirements • Commissioning of building systems • Cover all energy consumed in the building
Critical Next StepsStep 5 Create a Revolving Loan Fund or Similar Mechanism to Provide Capital for Energy Investments • Budgets in NEEP’s region grew 12.5 percent from 2008 to 2010 • End of an ARRA • Initial capitalization an issue • Self-sustaining once it is established • ESCO’s…?
The Path Toward Zero Begins with: • Significant reductions in as-designed building energy consumption • Building operations that ensure as-designed performance. Image courtesy of the Putney School, VT
