NRC’s U.S. Additional Protocol Status • Regulations (10 CFR Parts 75 and 110) – December 23, 2008 • Includes all NRC and Agreement State licensed facilities • Reporting requirements and IAEA access • Revisions to other Parts of 10 CFR, as necessary for consistency(Parts 30, 40, 50, 60, 61, 63, 70, 72, 95, and 150) • Information Collection – Completed March 18, 2009 • Assessment / Vetting – Completed March 27, 2009 • Formal Certification to the Dept. of Commerce – April 9, 2009 • Submittal to IAEA scheduled for July 2, 2009
Information Collection Process • NRC and Department of Commerce (DOC) use a joint information collection process • All NRC and Agreement State licensees use paper-based reporting system • All NRC and Agreement State licensee AP reporting forms are sent to the DOC Bureau of Industry and Security (BIS) • DOC/BIS forwards licensee submitted forms to the NRC • NRC reviews/enters data, provides data to DOC/BIS via CD • Future plans to develop and implement a computerized reporting system utilizing web-based forms
Information Collection Timelines • Annual reports • Submitted to DOC by January 31st of each year • Starting in 2010 • Export reports • Submitted to DOC 15 days after the end of each quarter • April 15th; July 15th, October 15th and January 15th
Licensee Guidance • Joint NRC/DOC website (www.AP.gov) with applicable references and documents • Joint NRC/DOC Additional Protocol Reporting Handbooks • Reporting guidance • Forms • Step by step instructions • Outreach activities (examples of forms, Q&A sessions, side meetings) • Direct interaction of NRC staff with licensees and licensees’ representatives
