Opposing Plans for Reconstruction • Lincoln wanted to offer amnesty to all Southerners who agreed to take an oath of loyalty • Radical Republicans resisted Lincoln’s plan • Prevent leaders of Confederacy from returning to power • Federal government guarantee African Americans the right to vote • Lincoln was assassinated in April 1865 • Johnson tried to continue with his plan, but had little support • Republicans were angered • Confederate officials were elected to Congress • Southern States passed black codes • Johnson ignored the Tenure of Office Act • Congress tried to impeach him, falling one vote short
Opposing Plans for Reconstruction • The Reconstruction Amendments • 13th – banned slavery throughout the United States • 14th – provided citizenship to all people, regardless of race • 15th – declared the right to vote regardless of race • The South During Reconstruction • Freedmen’s Bureau • Feed and cloth war refugees and former slaves • Many Northerners traveled South • Carpetbaggers - Northerners who came South • Scalawags – Southerners who supported Republicans • Some tried to help, others did very little • Southerners resented them being there

Grant elected president in 1869 • Scandals and economic pressure damaged his administration • Democrats began regaining power in the 1870s • Election of 1876 • Republican – Rutherford B. Hayes • Democrat – Samuel Tilden • 20 electoral votes were disputed • Compromise of 1877 • Republicans could take presidency • All troops would be pulled from the South • Ending Reconstruction
