Situation of young people on the labour market • The world is facing a growing youth employment crisis. • Latest ILO data indicate that of the world's estimated 191 million unemployed people in 2004, about half or nearly 86 million were aged between 15 and 24. • Young people actively seeking to participate in the world of work are two to three times more likely than older generations to find themselves unemployed.

Individual and social costs of youth unemployment • The longer young people remain unemployed, the wider is a risk of social implications that occur, such as sensitivity to anti-social behaviour. • As showed by number of researches, there is a demonstrated link between youth unemployment and social exclusion. An inability to find employment creates a sense of uselessness among young people that can lead to increased crime, mental health problems, violence, conflicts and drug taking. • Job and stable income remains to be one of the most important areas for achieving autonomy and independence of young people and their harmonious integration into society.

  4. Monitoring of youth employment in SOS Children’s Villages • In order to monitor the situation of youth on the labour market and ensure proper measures for increasing their employability skills “Youth employment monitoring tool” was successfully launched in SOS Children’s Villages, in CEE/CIS/Baltics • The tool gives a possibility to follow up the situation of youth employment, underlying individual country statistics as well as analyzing regional tendencies • It provides an overview on the dynamic of changes in each country and a possibility for defining countermeasures in case of high youth unemployment rate

  5. Methodological approach • Survey (youth employment monitoring) is conducted on annual basis and covers all existing youth programmes • Quantitative analysis (statistical survey) identifies core activities young people having achieved legal employment age (according to respective country legislation) are engaged in • Results of quantitative survey serve as a basis for more in-depth qualitative analysis of main causes of unemployment and implementation of respective corrective measures

  8. Main reasons for unemployment: • lack of work experience • lack of professional skills • lack knowledge concerning where and how to look for work • low enrolment in education • lack of public spending programmes, for example, on youth vocational training facilities etc.

Improving the situation with youth employment in SOS children’s villages • How to effectively invest in youth? • How to maximize the chances of having a positive impact on their labor market prospects? • Individual approach Problems concerning employment are usually solved on individual level. In each case strengths and weaknesses of each young person are taken into account and remain as a benchmark for further actions and needed support. • Capacity building of care givers and youth programme co-workers Majority of youth programmes are concentrated on raising competences of care givers and youth care co-workers and developing their skills in providing intensive support to children and young people in the filed of professional development.

  10. Carrier guidance in focus of care When facing a challenge of choosing future profession, young people have a possibility to analyse existing employment trends and demand on the labour market with the support of external professionals in the centres for professional orientation and carrier guidance. • Possibility of getting additional vocational education and skills training While acquiring professional skills in the main field of education, young people have a possibility to get additional education and training either in related field or in a field that is in demand on the labour market. In addition young people have a possibility to widen language and IT skills. • Support in starting up own small enterprise Entrepreneurship development training etc.

Conclusions: • Proper and prompt monitoring of youth employment situation makes it possible to adequately and timely react on some factors that cause unemployment • Capturing country tendencies provides insight for advocating for the development and implementation of strategies that give an equal chance to young peoplefor decent and productive work
