“Message” for Cancun- Partnership for Economic Development through Trade Facilitation - • Adopted at the WCO Council in June 2003 and circulated to WTO in Geneva and Cancun • Potential benefits of trade facilitation in Doha agenda • Political will for simplification of border procedures • Support of trade community • Awareness of Customs requirements and compliance • Cooperation with other border agencies • Impetus for capacity building
“Message” for Cancun • Suggestions to realize and maximize potential benefits • Participation of Customs in preparing national positions for Cancun • Cooperation between WCO and WTO, in using the revised Kyoto Convention and other WCO instruments as implementation tools of WTO rules • Involvement of other border agencies • Investment and support for the implementation of Customs Capacity Building Strategy in responding to country-specific needs by all stakeholders

Customs Capacity Building Strategy • Adopted at the WCO Council in June 2003 • Case for a more focused, coordinated and well-resourced approach • Lessons learned (political will, greater ownership, accurate diagnostic, donor expectation, resources, coordination) • Needs survey • “Implementation Action Plan” to identify specific activities, roles and responsibility (High-Level WG in Nov. 2003) • Regional approach - synergy with existing regional and sub-regional initiatives
Customs Diagnostic Framework • Standardized and comprehensive approach to identify and address the CB needs • Situational solutions tailored to each country’s reality based on gap analysis • Readiness assessment tool • Diagnostic tool (diagnostic questions, common weakness, possible solutions & improvement options, reference material) • Progress made and will be ready for 2004
Integrity • Revision of the Arusha Declaration on Customs integrity – adopted at the WCO Council in June 2003, after ten years´ existence • Integrity Development Guide • Regional peer review and information sharing mechanism • Regional & national seminars • A pilot project in the Philippines (funding options)
