Civil Service in Azerbaijan • Civilservice reforms startedwith adoption of the Law “On civil service” (21 July 2000) • According to the Law, Civil Servants are the employees of the apparatus of legislative, executive and judicial bodies • Thereareabput28 000 civilservants inAzerbaijan Positions in state bodies are classified as administrative and auxiliary depending on subject of its functions
Legal base of the Civil Service Trainings • Standard legal acts regulating civil service trainings are: • Law “On Civil Service” • Decision of the Cabinet of Ministers on approval of the “Rules of a type, form, period and financial provision of the additional professional education of civil servant” • Extract from the Law on Civil Service: • 19.0.13. Civil servant has a right to be educated at the state expense and get a relevant training, as well as to take an educational leave in order anticipated in the law
Types of the Civil Service Trainings • In accordance with Azerbaijan legislation there are 4 forms of professional development of civil servants: • Re-training – is carried out on the basis of state order within1 or 2 years, a civil servant receives new higher education speciality; • Professional development courses - are carried out on the basis of state order within 3 months, in the end a civil servant passes test examination; • Short-term trainings (trainings, workshops, etc.) are carried out by educational institutions and centres, companies or experts; • Internship – persons accepted to the civil service may have an internship in the central offices of bodies those which recruited them, other civil servants may take internship in other state bodies, companies, international organizations and relevant structures of other states.
Civil Service Training providers • Thebodies involved to the process of the professional development of civil servants are: • Civil Service Commission under the President of the Republic of Azerbaijan • Public Administration Academy under the President of the Republic of Azerbaijan • State bodies
Civil Service Commission • CSC was established under Decree No 180 of the President of the Republic of Azerbaijan as of 19thJanuary 2005 • CSC started its activity on 2nd October 2006 • CSC is: • Central executive power body • Directly subordinated and reports to the President
Main fields of activity of CSC • Organization of the implementation of civil service legislation • Recruitment for the civil service through competition • Control over the ethic conduct of the civil servants • Implementation of the state policy on additional education and development of the civil servants • Dealing with the attestation and social protection issues
Training duties of CSC • Coordination of the activity of the state bodies in the field of the professional development and additional education of the civil servants (9.4); • Organizing the preparation and additional education of the specialists in the relevant field (9.6-3); • Assessment of the training needsand development of theTraining Strategy of the civil servants (10.4); • Conducting the researchesin the field of the civil service (10.7); • Organization of the conferences, discussions and trainings in the relevant fields (11.9)
Trainings by CSC CSC provides and organizes trainings on: • Civil service • Anticorruption • Management • Ethic conduct • e-Government • etc.
Trainings by CSC More than 1000 civil servants are trained by the CSC every year beginning from 2007 Central and regional trainings are organized
Academy of the Public Administration One of the primary functions of the Public Administration Academy under the President of the Republic of Azerbaijan is professional development of civil servant. There is a professional development faculty under Academy. About 300 civil servants annually receive additional education in this faculty.
State bodies • Main functions of the state bodies in the professional development field are: • to define training needs of civil servants serving in these bodies; • to submit relevant information to the Commission for inclusion into state order; • to organize short-term trainings for civil servants. • Some state bodies (for example, Ministry of Finance, Ministry of Labour and Social Protection of Population, Ministry of Economic Development, etc.) have own training centres which are used for performance of the professional development of civil servants.
Future plans and recent activity According to the Anticorruption Strategy of Azerbaijan the CSC should establish the Training Center in 2013-2014 Relevant documents are agreed and sent to the Cabinet of Ministers for adoption New legislative acts related to the CS Trainings are drafted and sent for adoption
