The Waters Workgroup Our Mission: To develop plans, standards, and technical implementation guidance for the IndianaMap framework surface waters data layers. • Made up of members who are able to participate in meetings in person or via phone and members who follow the activities and review documents via the ListServ. • Scheduled meetings 1st Wednesday/month, in Indianapolis, with phone-in option. • Currently, active members represent mostly state and federal agencies and IGIC. • Members of the Waters ListServ include the above and also representativies of local agencies, universities, and private entities.

The Waters Data Plan—existing data Existing condition of the NHD for Indiana • “High-resolution” NHD Features in current NHD based upon 20+ year-old paper 1:24,000 (1” = 2,000’) USGS Topographic Quad Maps • Inconsistencies from quad to quad • Most users require data at better scale • Features have changed since maps were created • Problems with missing or incorrect names

The Waters Data Plan—Strategy Strategy: Correct errors and improve the NHD to local resolution. To be done by subbasin as funds allow. • Correct GNIS name errors in High-Resoultion NHD • Create features from 2005 IndianaMap Orthophotography and appropriate local vector data • Assign correct NHD feature code to each feature. • Edgematch features to best available NHD data in adjacent subbasin • Create water flow direction and connectivity • Conflate to those features the NHD attributes from High-Res
The Waters Data Plan—Strategy Benefits of NHD Upgrade to Local Resolution • Corrects the existence and the locations of physical features • Data would be at scale of 1:2,400 or 1:1,200 and aligned to 2005 IndianaMap Orthophotography • Inconsistencies between quads will be removed • Naming of features will be improved • Network connectivity and flow direction will be improved • Statewide 1:2,400 layers of 2005 streams and lakes/ponds. • Statewide water flow model, ensuring connectivity and modeling across community boundaries • Statewide stream addressing system with linear referencing

The Waters Data Plan—Stewardship Indiana State Geographic Information Officer to serve as official Steward • Partnership with the US Geological Survey • Coordinate all NHD maintenance activities for Indiana • assisted by other agencies and organizations as secondary stewards
Point of contact for the USGS Represent the interests of the user community Accept updates from other agencies and organizations Respond to proposed updates within an agreed-upon, reasonable time Maintain an awareness of the activities of other agencies and organizations involved Provide contact information for management and technical issues Provide publicly available information on the status of data stewardship activities Perform activities defined in the IndianaMap NHD Local Resolution Update and Maintenance Workflow as funding allows. Provide metadata that clearly describe the sources used in updates and the process Utilize nationally consistent reach codes Seek funding to support the activities Agree to and adhere to the Quality Control Specifications Actively seek agencies and organizations interested in acting as secondary stewards Waters Data Plan—Stewardship Duties

2009 Project Grants • GNIS Corrections for High-resolution NHD • $25,000 Grant from US Geological Survey • Critical step prior to upgrading NHD to local resolution • Correct names in GNIS • Match GNIS names to NHD Features • Add missing names, fix bad names • Submit changes to USGS
2009 Project Grants Development of Local Resolution NHD for the Great Lakes Initiative Area of Indiana IN Dept. of Environmental Management • $200,000 • 8 sub-basins within the GLI • US Geological Survey • $29,000 • 1 sub-basin within the GLI PHASE 1 OF LOCAL RESOULTION IMPROVEMENT PROJECT

What we plan to do: 2010 Workgroup Goals • Work with IGIC for inventory of local data availability and incorporate into data plan • Assist State GIO with identification and pursuit of funding opportunities* • Assist State GIO with identification and training of sub-stewards for maintenance • Sponsor “Using the NHD” workshop • Find opportunities to work with other states and federal agencies to advance our mission. • Develop and maintain the Indiana Map data integration section for the waters framework dataset.
