What is a “Civic Center?” *Civic Center - shall be a public location where members of the community can gather for group activities, social support, public information, and other purposes. City Ordinance 2013 “The Free Dictionary Online by Farlex”
Rationale: Our intent is to improve our event delivery and to use local vendors and comply with the State recommended best practice The state provided us a list of many other Cities within NE and Central Florida who also have state license. Several examples are parks designations as Civic Centers. (Attachment) (need to see these)
North East & Central Florida Area Parks That Currently Hold Civic Center Designations:
State License Process as outlined by the State of Florida Statutes Therefore $250 + (3 events X $25) = $325 annually vs. $1,550 for an unlimited retail license • State requires City’s designation of a Civic Center via City Ordinance • Apply for Annual Consumption License with Civic Center designation $250 • Permit required by State per event to sell - $25 (max of 15 annually)
Economics Revenues reinvested into the events allow us to reduce prices for guests i.e.: 2013 Rock N’ Rib $3 admission Gross Bar Sales by License Holder (out of town): Rock N’ Rib – $16,700 Seafood Festival (avg.) – $8,176 Int’l Food & Wine Festival (City only) – $6,508 City Estimated Expenses (2013 Rib Fest)- $6,200 $1,250 bar mgmt./staff, product $3,500 + rentals $1,500
Benefits • No impact on: • Local non-profits • City liability • Current alcohol consumption at events • Keeping dollars local - we will be able to use local vendors … at last • Consistent with State requirements • Maintains Central Park as our community gathering place for a variety of events • Revenues reinvested into the events allow us to reduce prices for guests – i.e.: 2013 Rock N’ Rib $3 admission
Events Such As These… Our Goal: Make our local events “better”, not bigger.” • Showcase” Palm Coast to Visitors • Provide fun and entertainment to our residents • Prosperity 2021
