TRIBAL SOLID WASTE INTERAGENCY WORKGROUP • Workgroup formed in April 1998 and formally established in April 2000 with a Memorandum of Understanding between agencies • Active Workgroup members include EPA, BIA, IHS,USDA/RD, and DoD • Goal is to develop and strengthen tribal waste management programs through the Tribal Solid Waste Management Assistance Project

3. TRIBAL SOLID WASTE MANAGEMENT ASSISTANCE PROJECT(Previously called the Open Dump Cleanup Project) • The overall objective is to provide assistance to tribes in complying with the RCRA Subtitle D solid waste regulations. There are four categories of which you may apply for under this project: 1. Characterize and assess open dumps, 2. Develop solid waste management plans, 3. Develop final solid waste disposal solutions, and 4. Close, upgrade or cleanup their open dump sites to bring them into compliance with MSWLF (40 CFR 258)

13. FUNDING • EPA publishes an annual competitive announcement for request for proposals through www.grants.gov. • EPA coordinates with other federal agencies (IHS, BIA, USDA-RD) to evaluate and select proposals for potential funding based on the criteria outlined in the competitive announcement.

14. HOW TO COMPETE AT NATIONAL LEVEL • Planning Puts You Ahead of the Competition. • Attend a Tribal Solid Waste Workshop! • Contact EPA HQ or Region for assistance. • Proposals due to ORCR by the closing date highlighted in the solicitation.

16. Information Required for All Four Types of Proposals • No more than 20 pages in length • Include the following information: • Cover letter – make it count, detailed instructions in the solicitation • State which category you are applying for • Application for Federal Assistance Form (SF 424)

Background summary of the open dump(s) site, • General description of the site(s) and surrounding area(s) • In the IHS database? • Risk factors • Describe current solid waste management practices, including officials responsible for solid waste disposal, drinking water systems, and sewage treatment systems C. Describe the tribe’s future solid waste management objectives D. Describe in-kind resources to be provided by the tribe

18. Type 1 Proposals Requesting Assistance to Characterize and Assess Open Dump(s) • Progress under previous awards (if applicable) • General budget • Milestone schedule with start/end times • Include an auditing record – document any adverse findings • Include a list of key personnel with qualifications

TYPE 2 ProposalsIntegrated Solid Waste Management Plans/Tribal Codes and Regulation • Timetable of activities involved in developing and implementing the tribal ISWM plan and tribal codes and regulations • Describe tribe’s current solid waste management practices, including officials responsible for solid waste disposal, drinking water systems, and sewage treatment systems • Describe activities the plan • Describe how the proposal will contribute to sustainable tribal environmental program capacity-building E. Describe in-kind resources to be provided by the tribe

20. TYPE 2 ProposalsIntegrated Solid Waste Management Plans/Tribal Codes and Regulation • Progress under previous awards (if applicable) • General budget • Milestone schedule I. Include an auditing record – document any adverse findings J. Include a list of key personnel with qualifications

TYPE 3 Proposals Developing Alternative Solid Waste Management Activities/Facilities • Provide copy of the tribe’s Integrated Solid Waste Management plan • Describe the tribe’s current solid waste management practices, including officials responsible for solid waste disposal, drinking water systems, and sewage treatment systems • Show how the tribe is implementing the ISWMP • Show how the proposal will lead to the development and use of an ultimate diversion/disposal option - Note – recycling and waste prevention is not a disposal option, but may be included as part of the project E. Describe in-kind resources to be provided by the tribe

22. TYPE 3 Proposals Developing Alternative Solid Waste Management Activities/Facilities • Progress under previous awards (if applicable) • General budget • Milestone schedule • Include an auditing record – document any adverse findings • Include a list of key personnel with qualifications

23. TYPE 4 ProposalsCleanup, Closure, and Developing Post-closure Programs for Open Dumps A. Include a copy of the tribe’s current Integrated Solid Waste Management Plan B. Description of the tribe’s current solid waste management practices, including officials responsible for solid waste disposal, drinking water systems, and sewage treatment systems C. Detail that the Plan is formally adopted by the tribe and is being implemented D. Describe sustainable alternatives already in place for solid waste

24. TYPE 4 Proposals Cleanup, Closure, and Developing Post-closure Programs Open Dumps • Background summary of the open dump(s) site, including: - Confirmation the site is on the IHS Open Dump list and/or has a Sanitation Deficiency System number - Detail site’s threat to human health & environment (this is a new requirement) • Cleanup requirements • Closure compliance requirements

26. In Summary… • Read the solicitation in it’s entirety • Review the Threshold Criteriaand make sure your application meets all of the requirements to be eligible • Review the Evaluation Criteria. These are the criteria the National Review Panel uses to score your proposal

Current Initiatives • Update the 1998 IHS Open Dump List • The list will come from the IHS database • EPA is working with IHS for joint access • If a dumpsite is not in the IHS database, it will not be included on the list, which will be reported to Congress • Tribes need to contact IHS to get their high priority sites into the database • Track EPA national tribal performance measures - GPRA
