  1. State Of California E911 Next Generation Update2009 Andy Nielsen State of California E9-1-1 Office andy.nielsen@dgs.ca.gov

  2. What is NGEN? • Managed IP-based networks and elements that augment present day E9-1-1 features and functions • Process all types of calls including non-voice (multi-media) messages • Acquire and integrate additional data useful to call routing and handling • Support data and communications needs for incident response and management • Network of Networks

  3. MPC VPC High Level Conceptual NG9-1-1 Configuration Wireless calls Text Video VoIP calls PSAPs Wireline calls Managed IP Network IP network Broadened Set of Authorized Agencies IP network GIS IP network Additional data and features ALI

  4. How Close is NGEN? • Identifying today’s reality • DOT Trial • Limited scope • Controlled environment • Limited participation • Expectations • Standards and Process development • California’s involvement

  5. How Close is NGEN? • Identifying today’s reality • NENA • National Issues • Regulatory • Funding • Standards • Existing technologies • What’s needed • When will it happen - 2010

  6. How Close is NGEN? So, how close are we?? • Full Next Gen. capable – Never?? • As we define NGEN today, 2011…..maybe

  7. How Close is NGEN? • Identifying today’s reality • Other States • Washington State RFP 06/08/08 • Shelby County Alabama RFP 03/09/09 • State of Montana- IP network • State of Indiana – Wireless

  8. Indiana 2.5 million calls - 2008 Population - 6,271,973 PSAPs – 175 No jurisdictional overlaps California 1.1 million - per month Population – 33,871,648 PSAPs – 490 CHP and local jurisdictional overlaps Why is California Different?Let’s Compare:

  9. What is NGEN? • What does NGEN mean to the PSAP, to the State E9-1-1 Office? • What are the expectations? • What does NGEN mean to CALIFORNIA??

  10. NGEN in California • What does NGEN mean to California? • PSAP survey results • More Content • Make it easier to provide help to 9-1-1 callers • Antiquated network architecture • Rigid • Wireline 9-1-1 – “Bulletproof”

  11. NGEN in California • What does NGEN mean to California? State wide issues • Network Costs • Disaster Recovery • Wireless calls • Single biggest impact !! • California’s biggest issue !!

  12. The Wireless Issue in California • Over 1.7M 9-1-1 calls per month. • Over 1.1M are wireless. • 66% of all 9-1-1 calls are wireless. • CHP receives 70% of wireless calls or 770K per month. • CHP has 175 call-taking positions as compared to 1764 PSAP call taking positions. • Single biggest issue for the State 9-1-1 Office!!

  13. The Wireless Issue in California Why is it a big issue?? Call Volume (wireless up, wireline down) Disparate service compared to wireline Sector based routing 770K 45% 930K 55% Answering Positions Wireless Calls = 1.1M per month Total 911 Calls = 1.7M per month 175 9% 400K 36% 770K 64% 1764 91%

  14. The California Monster! • Managing the “Elephant” • Divide into manageable parts • ALI Network • Wireless E9-1-1 Callers • Native IP inputs – VoIP • Regional Deployments

  15. What is California Doing? • Monitoring other projects • Other states’ RFPs, RFIs, Trials, etc. • DOT project • NENA

  16. What is California Doing? • Reviewing impacts to current funding models • Network centric vs. CPE centric • Content delivery • CPE contracts • Technology is not as big an issue as funding and policy

  17. What is California Doing? • Determining regulatory impacts • Tariff protection for vendors • Contracts and CPUC • Open competition

  18. What is California Doing? • Identifying how to leverage NG9-1-1 (Can’t jump to NG9-1-1 over night) • Identify tactical and strategic plans • Identify low risk, high benefit projects that build toward NG9-1-1 • Fund “limited applications” that demonstrate functionality while providing key learning

  19. “Limited Applications”The Biggest Bang for our collective Buck! • Identify low-risk, high-benefit targets • Wireless E911 – Routing on Lat/Long • ALI Network – IP based • Regional and Agency issues • Use technology to reduce network costs

  26. “Limited Applications” • What do we need for “Limited Applications”? • Identify Target Sites • Identify Solution Providers • Identify Costs • Identify Gaps • Funding • Regulatory • Determine if RFIs are required

  27. Limited Applications and RFI’sWho are the Contenders? Identify the solution providers The “Usual Suspects” • CallWorx • TCS • NG9-1-1 Inc. • Positron • Plant/CML • Others?? • AT&T • Intrado • Verizon

  28. ELIMINATE the PRETENDERS! Limited Applications and RFI’s

  29. How much will NGEN Cost? • Through Limited Applications and RFIs Identify costs • Identify network and equipment components • Compare with existing costs • Extrapolate budget costs • Identify potential contract vehicles

  30. What Needs to Change? • Identify regulatory/program issues • Changes to existing laws? • Funding policy changes? • Operational impacts?

  31. Getting it Done! • Develop tactical and strategic implementation plans • Identify timelines • Identify high probability of success targets • Identify limited application sites for Proof of Concept testing – short-term plan • Identify state-wide deployment – long-term plan to bring NGEN to California

  32. Is it NGEN or <NGEN? • Hosted Solutions • IP ALI • Routing on XY It’s not NGEN, but we can accomplish a lot on the way there… Let’s enjoy our journey!!

  33. State Vision “Anyone, anywhere within the State of California, will have access to the fastest, most reliable, most accurate and most secure 9-1-1 services.”
