  1. COAG RPL INITIATIVE 2006 –2009ACT PROJECT

  2. A COAG decision that States and Territories introduce contractual requirements for all RTOs in receipt of public funding to offer a quick and simple process to recognise the existing skills of all workers entering training by January 2007.

  3. The ACT is to receive matched funding from the Australian Government over three years on a bi-lateral basis for an RPL initiative as part of the COAG initiative to improve the uptake of RPL.

  4. The program will: 1. Support delivery and good practice in RPL.

  5. The program will: 2. Assist RTOs (and assessment centres) to offer streamlined and readily available skills assessment.

  6. The program will: 3. Assist individuals and employers to be better informed about RPL.

  7. The program will: 4. Commence on the 1 July 2006 and lapse on the 30 June 2009.

  8. Objective To build the training system’s capacity to deliver quality RPL for enterprises and individuals and drive good practice.

  9. Strategy 1 Capacity Building: • Establish network of RPL assessors in identified skills shortage areas. • Train assessors in use of on-line RPL tool and efficient RPL procedures.

  10. Strategy 2 Change Management:   Trial RPL assessment tool with RPL network in: • Tourism and Hospitality • Community Services and Health • Building and Construction

  11. Strategy 2 Change Mgt cont: Develop and conduct “gap” training

  12. Strategy 2 Change Mgt cont: Develop pathways to employment and/or promotion opportunities.

  13. Strategy 3 Promotion: • Develop RPL website • Develop promotional tools for RPL • Promote/publicise RPL within the community.
