  3. Intercent-ER: role and goals Intercent-ER is Emilia-Romagna’scentralpurchasingunit for Public Administrations. Totallyfunded by the RegionalGovernment and activesince 2005, Intercent-ER hasdeveloped an eProcurementsystem and an innovativeapproach to public tenders in order to: • rationalize the public spending for goods and servicesin the regionalarea; • improve the efficency of procurementprocesses; • increase the quality of goods and servicesused by public bodies; • raisemarket competitiveness; • enhance the regionaleconomicsystem. 3

The regional Access Point: NoTIER • NoTIERhasbeendevelopedas a fullyinteroperable Access Point, to exchangee-procurementdocumentsbetweendifferentsystems, especially with electronicinvoices • NoTIERensures the sending, transmission, reception of the documentvalidatinglegalrequirements,european and nationaltechnicalstandards on electronicinvoicing Italiannational e-invoicinginfrastructure Europeane-invoicingstandards
