  2. I. Statistics organization system Centralized system • Centralized organizasion is General Statistics Office (GSO) - plays the central role, carrying out almost statistics works. System: Central, Local Statistics Office (5400 staffs). • Statistics of ministries: minor role

Statistics organization system… • Major activities/tasks in 2009 – 2010: • 2009 Population and Housing Census • A big project to innovate comprehensively Statistical Indicator Systems (national, provincial and district SISs) • A pilot in 2010 for 2011 Rural, Agriculture and Fishery Census. • A 2011 – 2020 Strategy Planning

  4. II. National Statistical Indicator system NSIS: • Adopted by the Prime Minister since 2005. • Consists of 274 indicators • Classified into 24 groups • GSO is responsible for 122 indicators while other agencies take care of the rest.

Solutions • Try to conduct additional sound surveys and/or using administrative data for those that have not been yet collected (it takes 2-5 years to complete); • For data collected every two years (household income,…): Using data of surveyed years and base on other actual situation to forecast or estimate for non-surveyed years.

Questions, concerns Some data only collected from enterprises: amounts in storage, amounts processed,… • For many countries, amounts in storage and amounts processed of enterprises could be considered as total amounts storage and processed of the country. • For some other countries (especially developing countries, including Vietnam), amounts in storage & processed in households & establishments is considerably amounts. →The data not show the real situation in some countries & global level.

Questions, concerns… It is very difficult to collect that data from the household sector in Vietnam since they account for about 60% (or 10.5 millions) of total HHs in Vietnam while their production scale is very small (HHs with agricultural land area under 1 ha make up 81% total agricultural HHs).

  21. Conclusion 1. Proposed criteria used to select the core items are generally appropriate. 2. Agree upon a set of core data items proposed for emerging demands. But it requires time and great efforts to collect and produce all data.
