Core data Items Vietnam Discussion
I. Statistics organization system Centralized system • Centralized organizasion is General Statistics Office (GSO) - plays the central role, carrying out almost statistics works. System: Central, Local Statistics Office (5400 staffs). • Statistics of ministries: minor role
I. Statistics organization system… • Major activities/tasks in 2009 – 2010: • 2009 Population and Housing Census • A big project to innovate comprehensively Statistical Indicator Systems (national, provincial and district SISs) • A pilot in 2010 for 2011 Rural, Agriculture and Fishery Census. • A 2011 – 2020 Strategy Planning

III. Data available annually… • Fishery Captures: • production, • export, import, prices, subsidies. • number & capacity of fishing boats. • Fishery Aquaculture: • areas cultured, • production, • export, import, • prices, subsidies.
III. Data available annually… • Forestry: • production, • main utilizations, • area of newly-planted forest, • export, import, • prices • Changes in land cover and use: • area for cultivated land, grass/pasture, woodland, others
III. Data available annually… • Labor & wage rates: • average working days per labour in rural area, • earnings
IV. Data available but not annually • Household income: • income to the household by source (every two year) • Food consumption: • quantities and cost of food consumed (every two year)

V. Data not available • Crops: • amounts in storage; • amounts processed for food, feed • Cattle, pigs, goats, chickens: • amount processed into meat
V. Data not available… • Fishery Captures: • number of day fished, • amount processed for food and non-food use; • Fishery Aquaculture: • amount processed;
V. Data not available… • Labor & wage rates: • number of family workers, • hours worked on own agricultural, fishery, aquaculture & forestry enterprise, • number of workers hired, hours worked • Data related to remote sensing source
Solutions • Try to conduct additional sound surveys and/or using administrative data for those that have not been yet collected (it takes 2-5 years to complete); • For data collected every two years (household income,…): Using data of surveyed years and base on other actual situation to forecast or estimate for non-surveyed years.
Questions, concerns Some data only collected from enterprises: amounts in storage, amounts processed,… • For many countries, amounts in storage and amounts processed of enterprises could be considered as total amounts storage and processed of the country. • For some other countries (especially developing countries, including Vietnam), amounts in storage & processed in households & establishments is considerably amounts. →The data not show the real situation in some countries & global level.
Questions, concerns… It is very difficult to collect that data from the household sector in Vietnam since they account for about 60% (or 10.5 millions) of total HHs in Vietnam while their production scale is very small (HHs with agricultural land area under 1 ha make up 81% total agricultural HHs).
Conclusion 1. Proposed criteria used to select the core items are generally appropriate. 2. Agree upon a set of core data items proposed for emerging demands. But it requires time and great efforts to collect and produce all data.
