Background • Changes in Social Fund management means Local Authorities are now responsible for providing support for the most vulnerable facing hardship . • Funding from government is not ring-fenced, or prescribed for specific services. The Local Authority can allocate this resource as they wish. Value of fund for Cambridgeshire circa £750,000. • Data from DWP limited, so type of need unknown, and volume of applicants. • Schemes are not a ‘like for like ‘ replacement – not crisis loans or Community Care Grants. • Local Authorities have no understanding of likely scheme uptake and have to develop a local Welfare Assistance Scheme suitable to meet needs. Scheme details • Cambridgeshire’s Local Assistance Scheme (CLAS) is a 1 year contract initially, with a possible term of 2 years • Outsourced to Charis, who also manage other Trusts and Funds, and one other LA scheme: Charis operate a ‘Shared Scheme’ approach to provide added value, and further signposting. Including signposting to support / advise organisations. • ‘Authorised Agency’ approach ensures controlled access and supported individuals, face to face review of documentary evidence, and assessment of an individual’s circumstances and needs. • Review and reporting on how scheme is delivering outcomes, in order to assess/modify the scheme: the appropriateness of the support provided, and the types of vulnerable groups in need of support. Authorised Agencies CCC have identified agencies across the county it wishes to act as referral agents. Charis has been provided with contact details and will issue password log-ins to enable agencies to make on-line applications, which you all should have received. Any new agency can apply to the Cambridgeshire County Council. Agencies will be subject to random audits to provide documentary evidence, and no claim will be processed until this has been provided.
