  4. TRPA GOVERNING BOARD • 15 Members (7 California, 7 Nevada and 1 Federal) • Establishes Agency policy • Acts on Regional Plan amendments • Acts on certain project applications and related environmental documents • Also serves as the RTPA Board and the MPO Board (with USFS member)

  5. TRPA ADVISORY PLANNING COMMISSION • 19 members (9 California, 9 Nevada, and 1 Federal) • Advises Governing Board on all Regional Plan amendments and project EISs

  6. REGULATORY PROGRAM • Rulemaking and enforcement authority aimed at controlling environmental impacts of new development • Establishes development limitations (location, pace and overall development caps) • Establishes design and construction standards

  7. ENVIRONMENTAL IMPROVEMENT PROGRAM (EIP) • Repairs environmental damage of the past • Coordinated effort to identify, fund and implement all necessary environmental improvements, programs, and research to attain thresholds • $908 million of the $2 billion program needed within 10 year timeframe • Entire $908 million has been committed

  8. ENVIRONMENTAL MONITORING PROGRAM • Provides feedback on threshold attainment progress • Provides information for necessary regulatory or EIP adjustments • Provides validation of regional plan and thresholds
